The UAE on Saturday announced its $1 billion “AI for Development” initiative, unveiling plans to expand artificial intelligence infrastructure and AI-enabled services across Africa at the G20 summit in South Africa.
Saeed bin Mubarak Al Hajeri, Minister of State at the UAE Ministry of Foreign Affairs, said the initiative will provide access to AI computing capacity, technical expertise and global partnerships, while supporting African countries in implementing projects in education, agriculture, healthcare, digital identity and climate adaptation.
The UAE ranks second in the world in artificial intelligence capabilities, behind only the United States, according to a 2025 study by TRG Datacenters, a company focused on countries’ AI supercomputing capabilities, the activities of AI companies, and governments’ AI readiness. Emirates has more than 188,000 AI chips with a total power capacity of 6.4,000 megawatts, the airline said.
The company now aims to “apply artificial intelligence to development by developing digital infrastructure, enhancing government services, and improving productivity” in Africa.
“This is AI deployed at scale to meet national development priorities. It is a practical delivery, not an experimental work. Our goal now is that these capabilities benefit our partners across the Global South and ensure that no country is left behind in the AI era,” Al Hajeri said.
This week, the United States authorized the export of Nvidia’s powerful AI chips to UAE artificial intelligence company G42 and Saudi tech startup Humane.
The approval was seen as an important step for the UAE and Saudi Arabia as part of broader diversification efforts.
This announcement falls under bilateral agreements that the United States has signed with two Gulf countries. In March, the UAE pledged to spend $1.4 trillion with the United States as part of a broader technology investment framework. In May, the UAE announced plans to launch a 5 GW UAE-US AI campus during US President Donald Trump’s visit to the country.
The UAE has developed startups and partnerships and attracted investment from technology companies such as Microsoft, Nvidia and OpenAI.
Al Hajeri’s remarks were made in Johannesburg at this year’s G20 summit, where Abu Dhabi Crown Prince Sheikh Khalid bin Mohammed heads the UAE delegation. The UAE is not an official member of the G20, but participates as an invited guest.
“Initiatives for Africa”
Al Hajeri said his country’s commitment to Africa goes beyond technology.
“We are driving large-scale clean energy projects across the continent. The UAE is preparing to co-host the 2026 United Nations Water Conference in cooperation with the Republic of Senegal,” he said.
The UAE is also a major aid donor in Africa, providing a total of $1.05 billion in aid in 2023 and last year, according to the UAE Aid Dashboard. According to the UAE Ministry of Foreign Affairs, the Emirates has provided $784 million in aid to Sudan alone since the outbreak of the conflict in 2023.
“The UAE is currently Africa’s fourth largest investor, with bilateral trade reaching approximately $107 billion in 2024,” Al Hajeri said.
“The UAE’s investments in Africa reached approximately $118.6 billion from 2020 to 2024,” he added.
