The viral video has the logo of news agency ANI. This prompted me to search for videos on ANI’s YouTube channel using keywords and found General Dhillon in an interview with journalist Naveen Kapoor published on November 20th.
During the interview, General Dhillon discussed the evolving nature of terrorism in India and linked the recent explosion near the Red Fort in Delhi to Pakistan’s “deep state” and suggested that the attack had the signature of Jaish-e-Mohammed. He said India now treats any act of terrorism as an “act of war” and stressed the need for the government’s approach to countering the terror ecosystem, such as “white collar terrorism” and the rise of sleeper cells, while also raising concerns over security deficiencies and challenges of encrypted communications.
But nowhere in this interview are the claims he allegedly made in the viral video.

Also, the tone, pace, and pauses of his natural speech patterns do not match the audio in the viral video.
