The text of the following statement was released by the Governments of the United States and Israel on January 16, 2026, at the launch of the Strategic Partnership on Artificial Intelligence, Research, and Critical Technologies.

The governments of the United States and Israel have confirmed a new strategic framework for cooperation that deepens and formalizes long-standing cooperation in key technology areas. This work is the cornerstone of the Pax Silica partnership, which aims to secure critical technological frontiers and accelerate the next generation of scientific advances. The partnership also aims to foster economic growth, create jobs and enhance safety through technological advantages.

Enduring strategic partnership for research and development

The United States and Israel intend to continue their deep and enduring partnership through joint research, development, and investment in artificial intelligence (AI), energy, advanced computing technology, space, edge innovation, and semiconductors. This partnership includes a renewed focus on protecting sensitive technology to foster a safe and trusted research environment.

The main areas of cooperation are:

  • Protecting sensitive research technology: Deepen cooperation on research security and protection of sensitive technology.
  • artificial intelligence: Collaborative initiatives in machine learning, including applications in healthcare, cybersecurity, and autonomous systems. Joint initiatives include the development of human capital through the implementation of joint training and skills development programs and the establishment of joint platforms for basic and applied research.
  • space: Continue to strengthen cooperation in space through the Artemis Accords and space science.
  • semiconductor: Expand existing research-related chip efforts involving technology companies from both countries.
  • Robotics: Initiate interactive robot development to accelerate automation technology and strengthen resilience through innovation.
  • Material science: Research into next-generation materials essential for high-tech applications.
  • New energy sources: Collaborative research projects on efficient and advanced energy technologies, including battery storage, grid optimization, and other cutting-edge energy systems.
  • Pax Silica Node: Integration of the Israeli research and technology ecosystem as a secure “Pax Silica Node” to advance the objectives of this framework.

Implementation and governance

To ensure the success of this initiative, the Joint Economic Development Group will serve as the main steering committee and provide strategic direction for the implementation of these areas of cooperation.

This strategic framework reflects the belief that the U.S.-Israel strategic partnership substantially contributes to the economic wealth and security of both countries. This statement is a statement of intent and does not create legally binding rights or obligations under national or international law. Any cooperation under this strategic partnership is intended to take place within the scope of applicable national laws and international obligations and agreements. Nothing in this statement obligates participants to spend any funds. Any legal changes required to implement any part of this statement are subject to the completion of domestic legal proceedings.
