As Reuters Trump shows he is focusing on clearing the hurdles to AI growth that are very different from Biden's careful approach. For example, after reversed Biden's AI spread rules, Trump also lifted Nvidia's ban on H20 sales in China a few weeks ago. According to media reports, here are some high expectations for the upcoming AI initiative:
Focus 1: Clear legal and infrastructure barriers
First of all, Reuters notes that the plan blocks federal AI funding to states with strict AI regulations and imposing the Federal Communications Commission to consider legal disputes. Meanwhile, Time Magazine suggests that infrastructure will likely be focused as it prioritizes planning to speed up the construction of new data centers and allow for modernization of the energy grid by adding fresh power sources.
Two Focus: Encourage AI Innovation
Additionally, Reuters notes that the AI Action Plan will also promote open source and openweight AI, along with full-stack AI exports and commercially driven data center initiatives. According to Time Magazine, Open-Weight AI models refer to things that developers can freely download, tweak and execute on their own systems.
In particular, as Reuters highlights, despite its expansion-first approach, the plan highlights the need to “abuse and prepare for future AI risks.”
Focus 3: Global expansion to counter China
It is worth noting that the third pillar of the action plan is still pushing forward to spreading us globally to prevent reliance on Chinese models and chips. The plan aims to guide allies and other countries to alternatives to American AI, as authorities fear that tools like Deepseek could be given Beijing geopolitical leverage if widely adopted, the report adds.
There are also some that stand out NEXTGOV/FCWTrump is set to sign three AI-focused executive orders ahead of the administration's sweep AI action plan for Wednesday's release. Among them, one order targets “awakening AI,” aiming to remove ideological bias from the large-scale language models used by the government, with White House advisers David Sachs and Sriram Krishnan leading the effort, the report suggests.
