Jiang Bin: Choices such as the unrestricted application of AI by militaries, using AI as a tool to violate the sovereignty of other countries, allowing AI to disproportionately influence war decisions, and giving algorithms the power to make life-and-death decisions not only erode ethical constraints and responsibilities in war, but also pose the risk of technology running out of control.
