Additionally, the U.S. military has made extensive use of AI tools in military operations against Venezuela and Iran, raising deep concerns about the ethics of war and the boundaries of military use of technology. What do you think about this?
Jiang Bin: Choices such as the unrestricted application of AI by militaries, using AI as a tool to violate the sovereignty of other countries, allowing AI to disproportionately influence war decisions, and giving algorithms the power to make life-and-death decisions not only erode ethical constraints and responsibilities in war, but also pose the risk of technology running out of control. China supports the human-centered approach and the principle of AI for good, believing that human superiority must be upheld in military applications of AI and all related weapons systems must be under human control. We oppose the use of the advantages of AI and other emerging technologies to pursue absolute military superiority or undermine the sovereignty or territorial security of other countries. China will cooperate with other countries to promote multilateral AI governance centered on the United Nations, strengthen risk prevention and management, and ensure that AI always develops in a direction that contributes to the progress of human civilization.
