China first proposed the idea of ​​creating a new form of intelligent economy in this year’s Government Work Report, officials said Thursday at a press conference on the report’s interpretation in Beijing.

The government work report was submitted to the National People’s Congress, the highest organ of state power, for consideration on Thursday morning.

Chen Changsheng, a member of the report drafting group and deputy director of the Development Research Center of the State Council, said that China has been advancing the development of “AI+” for three consecutive years, and this year, AI applications in industry, agriculture, medicine, and education will accelerate, bringing new changes to people’s daily lives and work.

“Creating a new type of intelligent economy” is a completely new concept launched in this year’s government work report. There are three key approaches to building this new form of intelligent economy, Chen said.

“First, we need to expand and accelerate the large-scale application of ‘AI+’. We will continue to implement trade-in program support policies, accelerate the development of intelligent agents, accelerate application in vertical fields, deeply integrate AI into industry, agriculture, education, medicine, technology and other fields, and build many pilot tests and application foundations for rapid progress,” Chen said.

Meanwhile, China will deepen open source development, accelerate the construction of open source datasets and open source toolsets, foster many high-quality open source projects, and reduce the cost for small and medium-sized enterprises to apply large-scale models, Chen said.

Efforts will also be made to solidify the infrastructure foundation for AI development, take full advantage of the advantages of the state grid system, and further carry out the construction of ultra-large intelligent computing clusters and new infrastructure with coordinated computing power and power capacity, the official said.

“We need to accelerate the development of the ‘model-chip-cloud-application’ ecosystem in order to strengthen our forward-looking competitiveness, promote the construction of an artificial intelligence innovation hub, and build a magnetic hub with strong attraction for AI talents,” Chen said.
