To mitigate the impact of disasters, Himachal Pradesh plans to develop and implement model guidelines for the use of artificial intelligence in decision support systems, along with strengthening the National Disaster Response Force (SDRF).
The decision came on Thursday at a high-level meeting chaired by Chief Secretary Prabod Saxena.
“To make disaster response faster and more data-driven, states need to develop and implement model guidelines for using artificial intelligence in decision support systems. The use of AI will revolutionize disaster management with predictive analytics, rapid damage assessment, optimizing resource allocation and early warning systems,” Saxena said.
“This will help you predict with greater accuracy by analyzing a vast dataset of historical weather patterns and automatically analyzing data immediately after a disaster to identify worst-impacted areas for prioritizing resource deployment. He further stated that these guidelines ensure that AI is used ethically, transparently and effectively, supporting human decision-makers and as a powerful tool to save important time in emergencies.
The Prime Minister said, “As the frequency of natural disasters in the state is increasing, SDRF needs to be strengthened. We need to emphasize improving operational skills, integrating advanced technology and adopting sustainable cleanup methods.”
The initiative aims to equip teams with the specialized skills needed for search and rescue operations in hard terrain and extreme weather conditions.
Expressing concern over the challenges posed by disasters in the state's mountainous and high-altitude regions, he advocated the need for dedicated training modules and schedules to be developed for SDRF teams.
This includes comprehensive practical training for operating drones for aviation inspections, locating survivors in inaccessible areas, assessing damage, and dropping essential items such as medicines and food packets in the exact location.
The Secretary-General also directed Mandi to facilitate the process of establishing NDRF headquarters and to promote the process of establishing local response centres in Naragarh, Solan district and Rampur, Shimla district.
