Peter Justen, founder and CEO of AmeriTrust Solutions, said artificial intelligence is transforming healthcare and government benefits management, but organizations need to strengthen their data quality and operational processes before they can expect meaningful results.

He said many healthcare organizations are facing pressure to rapidly modernize with AI. However, certain activities, such as Medicaid enrollment and eligibility workflows, are often fragmented, manual, and dependent on incomplete information.
For example, inaccurate or missing data creates downstream inefficiencies, slows the reimbursement process and weakens the value of AI-powered analytics, Justen said. To avoid these issues, he said, organizations need to put more emphasis on validating process integrity, data reliability, and eligibility before adding advanced technology.
Additionally, fraud prevention involving government benefits such as Medicaid is most effective when agencies identify potential problems at the beginning of the process, rather than relying on recovery efforts after improper payments have occurred.
“In my opinion, the adoption story isn’t really about the tools. What matters is what those tools are asked to put on top of them. Because if the foundation is inconsistent, no matter how good the technology is, you’re going to inherit that lack of consistency,” he said.
In this video interview with ISMG, Justen also says:
- Why data quality determines the effectiveness of AI in healthcare.
- How Medicaid enrollment workflows cause operational friction.
- How AI can improve fraud detection and management efficiency.
