Maj. Gen. Aviad Dagan, head of the directorate, said the goal is to build an efficient “machine” for the next decade to prepare for war and build forces, “turning one tank into 100 tanks and one soldier into 100 fighters.”

For example, the Directorate recently developed a software tool that transcribes all IDF radio networks in real time and catalogs them all in a database processed by AI. Brigade commanders in the field no longer require situation reports. Just ask a question and the system will give you an answer instantly.
The new division is part of a broader reorganization that also includes the closure of Lotem Technology Unit, IDF’s main software division. The Directorate currently consists of five operational divisions, of which three new divisions will be created. Two of them will be led by female officers with the rank of brigadier general.

In addition to “Bina,” a secret frequency and strategic communications division called “Sphera” will be established, which will be responsible for advanced communication capabilities across land, sea, air, space, and time zones. It includes development centers, engineering units, Maof, Hosen, Prisma, and the Spectrum Warfare Center, which has shot down about 25 percent of the drones launched in Israel over the past two years. Sfera will be commanded by a brigadier general. General Racheli Dembinski, former Director General Mamram.
Another new division, the Manpower Building Division, will lead strategy, policy, and force building processes across the Directorate’s areas, including digital partnerships within the IDF, defense industry, and international actors. Brigadier General Yael Grossman, a former Rotem chief, will command the division.
The two existing divisions will continue to operate. The cyber defense division is headed by Brig. General L, strengthened with more resources, and the operational division under the command of Brig. General Omar Cohen.

This realignment comes after an extensive review within the Directorate to determine the best model for rapidly evolving global technologies and future challenges. The new “capsule” model draws inspiration from the world’s leading militaries and private technology companies, as well as the lessons of the Iron Sword War, and will empower each department to independently manage every aspect of its domain, from cyber and AI to cloud and spectrum.
The C4I and Cyber Defense Directorate was established in 2003 and is responsible for building and operating the IDF’s digital, multi-domain, and strategic capabilities. Maj. Gen. Duggan, 52, is a former combat pilot and co-founder of several private start-up companies, including Pango. He reenlisted in 2005 and previously served as commander of Hatzerim Air Base. During the Sword of Iron War, he reportedly flew operational combat missions over Iran.
