Google's latest video generation model, Veo 3, is now available in Google Photos. A new model available in the Create tab of the mobile app allows US users to turn still images into video clips.
Google Photos already offers video generation through its recently added “Photo to Video Photo” feature, but the company says that adding VEO 3 will enhance its functionality with high quality videos. The launch represents how the company is working to bring the latest AI technology to consumers through its products. For example, as of May 2025, Google Photos had over 1.5 billion active users per month.

Introduced in May at the I/O Developer Conference, Google brought VEO 3, which added image-to-video generation to the Gemini app in July, making it available on AI Ultra and AI Pro subscription plans. These plans allow users to generate three videos per day. This allows you to identify the video as AI-generated with both visible and invisible watermarks.
In Google Photos, the company imagines users bring memories to life or animate old photos. The existing image-to-video feature is equipped with VEO 2, allowing users to select a photo from the gallery and choose one of two “Subtle Movement” prompts, or tap the “I'm Feeling Lucky” button to select a surprise animation. This model then generates a 6-second clip that can be shared with others.
The new Photo-to-Video feature is available within Create Hub. This is a new section of the Google Photos app, which allows users to explore creative tools and features powered by AI. In addition to VEO 3, these include remix options to change the style of your photos. Create a collage; put together a montage from the gallery. Create inspiring 3D photos called “cinematic” photos. A tool to create gifs from photos.
