In Vietnam, the legal framework for managing artificial intelligence (AI) is refined in keeping with the explosive growth of this technology, particularly the generator AI. The 2025 Act on the Digital Technology Industry sets out requirements for responsible use of AI to ensure a safe and transparent online environment.
According to Nguyen Minh Hong, chairman of the Vietnam Digital Communications Association, the government is also acknowledging and encouraging the development and spread of codes of conduct for the responsible use of AI in certain areas of expertise, along with the establishment of legally binding regulations. These voluntary norms serve as reference tools to promote ethical and standardized practices among individuals and organizations engaged in digital communication.
To provide clear guidance to align AI use with both legal obligations and widely accepted ethical principles, the Institute for Policy Research and Media Development, a subsidiary of the Association, has completed a draft Code of Conduct for Responsible AI Use in Digital Communications (version 1.0).
The norm is aimed at AI users and social media practitioners and outlines six core principles: transparency, reliability, respect for intellectual property rights, privacy protection, respect for human dignity, and accountability.
Based on these, this code provides 29 detailed guidelines for users and five specific cautions regarding online advertising activities. It aims to balance creative freedom and social responsibility, promote transparency, reliability, respect for privacy and intellectual property rights, and foster a culture of positive and responsible dialogue in cyberspace. /.VNA
