The UAE government has launched strategic knowledge partnerships with: Mohammed bin Zayed University of Artificial Intelligence Build agentic AI expertise across the federal workforce.
The agreement supports a national program approved by the UAE Cabinet to train 80,000 federal employees as agenttic AI experts across all job categories. This training is provided through ongoing professional programs in collaboration with national universities and technology companies.
The partnership was signed on Thursday, May 21, 2026 by Ohhud bint Khalfan Al Roumi, Minister of State for Development and Future Affairs and Chairman of the Federal Government Human Resources Authority, and Professor Eric Shin, Chairman of MBZUAI and University Professor.
The signing was witnessed by Mohammad bin Abdullah Al Gergawi, Minister of Cabinet Affairs and Chairman of the Agenttic AI Project Executive Committee, and Khaldun Khalifa Al Mubarak, Secretary-General of the Council for Artificial Intelligence and Advanced Technologies and Chairman of the MBZUAI Board of Directors.
The program is related to the UAE’s goal to migrate 50% of government services and operations to Agentic AI. This training is targeted at federal departments and organizations and provides training designed for leadership and professional levels across the federal workforce.
Federal Employee Training Goals Agent AI Implementation
This partnership is designed to strengthen organizational readiness, develop national capacity, and support responsible AI adoption across federal departments and organizations.
MBZUAI serves as a strategic knowledge partner of the Federal Government Human Resources Office. The university will bring its research and applied expertise to a training program focused on building, managing, and deploying agenttic AI in government agencies.
The program covers agentic AI-driven transformation, responsible AI adoption, implementation and management requirements, and practical applications across government operations.
Senior government leaders will also have access to the Executive AI capability track, supporting the UAE’s broader plans to embed Agentic AI across government operations, services and procedures.
MBZUAI supports practical ability building
Al Ghagawi said the UAE’s approach is based on continuous learning and investment in the country’s human resources, and the training is aimed at strengthening the capabilities of federal employees and the readiness of the organization.
Al Mubarak said the national training program marks a key moment in the UAE’s national artificial intelligence strategy, targeting 80,000 federal employees and aiming to transition 50 per cent of government services and operations to agentic AI.
Mr. Al Mubarak said: “Since the founding of the UAE, our leadership has maintained that people are the country’s true wealth. Agential AI reinforces this belief. An AI-powered government is built on more than the technology it possesses. Its success will depend on human capabilities, trained minds, sound judgment, and the values of the people guiding it.”
He added: “Our purpose is clear: to develop and deploy AI responsibly and inclusively for the benefit of our communities.”
Al Roumi said the partnership will translate the UAE leadership’s directives into practical training across government operations, services and procedures. She said the model brings together governments and national academic institutions to provide civil servants with the knowledge and skills they need to design and deliver public services using agenttic AI.
Training that covers all leadership and professional levels
The program spans all leadership and professional levels, with full coverage of more than 80,000 eligible government employees.
Training uses a hands-on learning model that focuses on real-world government situations rather than general AI awareness. The program includes an executive track for senior government leaders and a development program for employees across federal departments and organizations.
The UAE government has not provided a complete delivery schedule for the materials provided. This partnership gives MBZUAI a formal role in building the knowledge base of the federal agentic AI program, achieving the goal of moving 50 percent of government services and operations to agentic AI.
