The Ministry of Communications, Technology and Innovation has signed a memorandum of understanding with Qhala, a leading digital transformation company based in Nairobi, Kenya, to introduce artificial intelligence into the public sector of Sierra Leone.
The agreement was signed by the bystanders of the 80th UN General Assembly (UNGA80) during the Sierra Leone Innovation Showcase, hosted by the Ministry.
This partnership will help divide AI for civil servants and help civil servants use AI tools in their daily work. Through targeted training, the initiative will increase efficiency, enhance decision-making and improve service delivery across governments.
Hon. Salima Monormabah, Minister of Communications, Technology and Innovation, described the collaboration as an important step in Sierra Leone's digital transformation journey.

Under the partnership, Qhala will deploy AI training through AI masterclasses from Policymakers and Q Academy, a dedicated learning hub developed under the 4IR policy. These programs will allow Sierra Leone civil servants to access the skills, tools and resources needed to use AI responsibly in ways that impact national priorities. Dr. Shikoh Gitau, CEO and Founder of Qhala, emphasized the importance of building local capabilities.

MOU will also support the development of comprehensive and ethical AI policies, build capacity across governments, strengthen cross-sector partnerships, and position Sierra Leone as a regional leader in responsible AI adoption.
Implementation will begin later this year with the first Big 4ir & Blockchain Hackathon and AI Masterclass for policymakers. This is just the beginning of a deeper journey to ensure that all public institutions in Sierra Leone can leverage AI to provide excellent service to everyone.
