With U.S. companies leading the way, Portugal is leveraging state-of-the-art infrastructure to enter a new digital era, establishing itself as a European benchmark in artificial intelligence and data centers.
This investment is actively supported by AmCham Portugal, which further strengthens bilateral relations with the United States and promotes the presence of American companies in the country.
Sciness: the center of artificial intelligence
Portugal is reaffirming its position as Europe’s technology hub with AmCham Portugal members Microsoft and Start Campus. Microsoft, which has been in the country for 35 years, is now moving forward through a strategic partnership with NScale to develop the country’s largest AI supercomputer, powered by more than 12,500 NVIDIA GB300 GPUs, cutting-edge American technology. Microsoft is also working to train 6 million Portuguese citizens in AI and ensure technology and inclusion go hand in hand.
Thanks to this partnership, the flagship building of the Start campus, SIN01, is operating at full capacity, and construction on the second building, SIN02, is scheduled to begin next year, marking the rapid expansion of Portugal’s AI infrastructure.
NVIDIA: American technology comes together in full force
More than 12,000 Blackwell Ultra GB300 chips are expected to arrive in 2026, strengthening Sines as a European technology hub. Companies such as Oracle, Amazon Web Services, and Google already rely on this type of infrastructure, putting Portugal on the global innovation map and expanding with new buildings.
Portugal eyes AI Gigafactory
The Sines facility is strategic for Portugal’s bid to host one of the European Union’s AI gigafactories, with the project attracting €4 billion and 100,000 graphics processors and potentially putting Portugal at the forefront of AI production in Europe.
Economic impact: shocking numbers
According to the study “Data Centers Market Outlook, 2025” by Portugal DC and Pb7 Research, data centers are expected to contribute to the Portuguese economy by 2031:
• GDP: 3.7 billion euros
• Direct and indirect employment: 9,400
• Cumulative investment amount: 13 billion euros
Connectivity, renewable energy and strategic location make Portugal a ‘digital gateway’ linking Europe, Africa, the Americas and Asia.
