Oracle Introduces AI Native Builder Experience to Create and Run Agenttic Applications with Oracle Fusion Applications

Applications of AI

New no-code and pro-code capabilities enable customers and partners to build Fusion Agentic applications backed by dedicated agent teams, Fusion business objects, workflows, approvals, governance, and auditing capabilities.

New AI Studio skills enable developers to use familiar tools like VS Code, OpenAI Codex, Claude Code, CLI, and Git to build agent applications within the same Fusion-native governance framework used by Oracle.

Austin, Texas, July 14, 2026 /PRNewswire/ — Oracle today announced a new AI Native Builder experience in Oracle AI Agent Studio for Fusion Applications that enables customers and partners to create and run Fusion Agentic Applications natively within Oracle Fusion Cloud Applications. Fusion Agentic Applications represent a new class of enterprise applications. It is an outcome-driven system powered by a team of specialized AI agents that reason, adjust, decide, and execute work through Fusion business objects, workflows, tools, policies, approvals, and logged actions.

Unlike standalone agents, copilots, or disconnected AI automation tools, Fusion Agentic applications are designed to work within the enterprise systems where the work is already being done. They run natively in Oracle Fusion Applications, inherit Fusion security and governance controls, operate against Fusion business objects and workflows, and provide the auditing capabilities your enterprise needs to run.

The new builder experience brings no-code, low-code, and pro-code development into one Fusion native framework. Business users can start with natural language using Agentic Applications Builder, and developers and partners can use new AI Studio skills to build using Visual Studio Code, standard command-line interfaces, Git-based workflows, and AI coding agents or assistants like Codex and Claude Code. This enables builders of all levels of experience to create AI-native systems that run enterprise operations with built-in security, governance controls, and auditing capabilities.

Chris Leone, Oracle’s executive vice president of application development, said: “This new builder experience allows customers and partners to build Fusion Agentic Applications, supported by a team of dedicated agents, and run them natively within Oracle Fusion Applications where business objects, workflows, security, approvals, and auditing capabilities already exist. This is fundamentally different from building disconnected AI automation and trying to add enterprise controls later.”

Fusion Agentic applications are not AI wrappers for enterprise software. These are complete business applications designed around specific outcomes, such as accelerating financial close, improving collections, reducing service escalations, optimizing employee operations, and streamlining supply chain execution.

Oracle AI Agent Studio for Fusion Applications enables organizations to build, connect, run, and run AI automation and agent applications using reusable Oracle, partner, and external agents.

Additionally, this native runtime approach addresses one of the biggest barriers to enterprise AI adoption: moving from prototype to production. When AI applications are built outside of enterprise systems, organizations must independently resolve identity, data access, authorization, audit trails, observability, governance controls, and lifecycle management. Fusion Agentic Applications have these capabilities built into the runtime from the beginning.

New features, integrations, and AI Studio skills create a unified builder experience across natural language no-code, low-code, and pro-code development. With the latest updates, organizations can:

  • Create complete agent applications, not just standalone agents. Empowers builders to create results-driven Fusion Agentic applications, backed by specialized agent teams, user experiences, workflows, tools, policy controls, authorizations, and runtime assets that work together as one application.
  • Deploy natively to Oracle Fusion Applications. Enables organizations to run agent applications within Oracle Fusion Applications without separate runtimes, external orchestration layers, or custom infrastructure. Agent applications can run against Fusion business objects and workflows while inheriting the security, governance, approval, and auditability controls of Oracle Fusion Applications.
  • Build using the latest developer tools. Empower developers and partners to build AI agents and agent applications faster using AI Studio skills with familiar tools and workflows. Developers can use AI coding assistants such as Visual Studio Code, standard CLI, Codex, Claude Code, and other Oracle tools alongside Git-based lifecycle management, local validation, debugging, and CI/CD workflows.
  • Access reusable developer resources. Help developers and partners accelerate agent application development with ready-to-use assets and implementation guidance. A new public GitHub repository provides templates, starter projects, sample applications, reusable assets, and reference architectures to help teams build and validate Fusion Agentic applications faster.
  • Connect the agent to an open execution system. Enables enterprise teams to coordinate work across Oracle, partners, third parties, and custom agents within the security and governance controls of Oracle Fusion Applications. Support for agent-to-agent interoperability patterns allows Oracle AI Data Platform agents, third-party agents, and custom-built agents to participate with the same functionality as Fusion Agentic Applications.
  • Access a growing AI ecosystem. Enable customers and partners to extend enterprise processes with reusable agents, workflows, connectors, templates, and agent applications. Oracle AI Agent Marketplace, part of Oracle AI Agent Studio for Fusion Applications, has been expanded to support a catalog of agent applications in addition to the existing portfolio of AI agents. Finally, more than 80,000 certified professionals are currently trained in Oracle AI Agent Studio to help organizations build, test, deploy, and manage AI across the enterprise.

Available at no additional cost, Oracle AI Agent Studio for Fusion Applications provides easy-to-use tools such as orchestration, advanced testing, robust validation, and built-in security to help Oracle Fusion Applications customers and partners create and manage AI agents and agent applications. By leveraging the same platform that Oracle uses to create their own AI agents and Fusion Agentic Applications, customers and partners can extend the more than 1,000 AI agents available through Fusion Applications and the 22 new Fusion Agentic Applications released earlier this year, create new ones, and deploy them across the enterprise as Fusion runtime artifacts.

Industry validation

“Enterprise AI is advancing rapidly, and our clients need a trusted partner who can quickly unlock the full value of Oracle’s embedded AI,” said Lan Guan, Accenture’s chief AI and data officer. “Oracle’s new builder experience meets developers who are already working, while Accenture helps clients enable, manage, and scale these AI-powered capabilities. Together, we are helping clients move from AI potential to enterprise-wide impact faster and with greater confidence than ever before.”

“Oracle is redefining next-generation application platforms for the AI era by unifying application, platform, and agent functionality into a single builder experience for professional and low-code developers,” said Holger Muller, Vice President and Principal Analyst at Constellation Research. “Unlike alternative approaches that build agents outside of the application platform, Oracle keeps the agent, security, APIs, access, and governance all within a modern, well-defined, trusted, and proven application platform.”

“Enterprise customers are looking for practical ways to move AI from pilot to production,” said Mauro Schiavone, global chief commercial officer, Oracle Business, Deloitte Consulting LLP. “In many cases, the challenge is not the technology itself, but how to integrate the technology into core business operations with appropriate security, monitoring, and operational controls.” “By enabling organizations to create agent applications within the existing controls and workflows of Oracle Fusion Applications, Oracle can close that gap, support faster execution, and help businesses improve operational efficiency while maintaining the control and monitoring they expect.”

“Oracle is moving AI beyond co-pilots and advisors, delivering agent systems that optimize process flows and perform work within enterprise applications. The latest enhancements to Oracle’s AI Agent Studio and Marketplace leverage client-built agent guidance and governance to enable the creation and development of agents by authorized employees, regardless of their technical skills and capabilities,” said Zachary Chertok, senior research manager for HCM applications and agents at IDC. “By leveraging trusted governance, privilege management, system controls, and data access management, organizations can empower employees with the agency they need to build and organize themselves and their teams, collaborate, innovate, and strive for quality outcomes.”

Kevin Sullivan, Oracle Global Alliance Leader at PwC, said: “By building agent capabilities natively into Fusion Applications, Oracle enables secure, controlled, real-time actions at scale, helping organizations move from experimentation to adoption with more confidence. Combined with PwC’s deep industry expertise, these capabilities will help deliver tangible business value with greater reliability and operational monitoring.”
