The Office of Personnel Management has released an initial list of key skills and competencies it deems necessary for civil servants performing government jobs related to artificial intelligence.

In a memo Thursday to chief personnel officers across federal agencies, the OPM laid out a list of 44 general competencies and 14 technical competencies that future government employees working on AI must meet. .

Common abilities include accountability, attention to detail, integrity, mathematical reasoning, and political knowledge. Technical competencies defined by the agency include application development, data extraction and transformation, software engineering, and value-based design.

The AI ​​in Government Act of 2020, enacted as part of the National Defense Authorization Act of 2021, mandates OPM to conduct a survey of the key skills required for AI-related government jobs.

The law requires the OPM to establish a job series for technology-related jobs, to establish an estimated number of federal employees in AI-related jobs by each agency, and to identify the AI ​​expertise required by each government department. OPM administrator Kiran Ahuja wrote in a memo on Thursday: “To help the federal government recruit and train more AI talent, OPM is today offering ready-to-use companion general and technical AI competencies. She added: “Agencies have a responsibility to conduct an analysis of work within the agency. Similarly, government agencies should determine whether these competencies are applicable to positions within the agency.”

The agency conducted an “environmental scan” of AI jobs, issued a government-wide AI workforce survey, held focus groups and consulted experts to compile a list of competencies, according to the OPM. That’s it.
