Mumbai, May 31, 2023: The Maharashtra Cabinet has approved a new IT policy for the state that aims to attract a whopping 9.5 billion investment and create 350,000 job opportunities. In addition, the policy sets a goal of reaching 100 billion in exports.
Over the past few years, there have been extensive discussions, including 32 conferences, 2 seminars and 5 presentations, to formulate a new IT strategy. In consultation with various stakeholders in the Information Technology sector, the department has drafted the Maharashtra IT and IT Support Services Policy 2023, drawing on its previous IT policy implementation experience.
The new IT Policy contains some important provisions.
Single Technology Interface: To facilitate business in the IT sector, the State Government will introduce the Maharashtra State Information Technology Interface (MAHITI). The platform provides streamlined processes for timely authorization, component registration, incentives, and other enhanced services.
Startups and Innovation: The state will establish the Maharashtra Hub (M-Hub), an initiative to foster innovation in emerging technologies and position Maharashtra as a knowledge-driven economy. A fund of 500 million will be allocated to provide financial support to micro, small and medium enterprises (MSMEs), new entrepreneurs and incubation centers focused on emerging technologies.
Walking to work: Eligibility and area usage standards for IT parks and IT infrastructure developments will be relaxed to make workplace infrastructure available to employees in these areas.
Future Skills: Companies are encouraged to have qualified employees in professional positions to promote future employability and skills. Positions such as AI research scientist, solution architect, data scientist, optical scientist, and embedded solutions engineer are emphasized.
Talent Launchpad: A collaborative effort between the sectors of industry, skills development, higher education and technical education will result in the development of the Talent Launchpad program. The initiative aims to improve skills in the IT and information sector through support for universities, skill institutes and training centers that offer skills courses such as competitions and hackathons.
Regional Development: The policy will create investment and employment opportunities in regions beyond Zone 1, promote balanced and sustainable regional development, and encourage the growth of micro, small, and medium enterprises with critical IT components. Focus on helping.
Industry-Based Operating System/Structure: Maharashtra Hub (M-Hub) appoints Chief Operating Officer as Technology Ambassador for Maharashtra. This person represents and manages policy and performance mandates from a private sector perspective and implements global best practices within her IT industry in the state.
Performance Monitoring: The Empowerment Committee regularly reviews policy performance and makes any necessary corrections in line with global market trends. The Commission recognizes global demands and future needs and ensures that policies remain relevant and effective for Maharashtra.
Support for AVGC and Emerging Technology Sectors: This policy provides financial and non-financial incentives for the Audio Visual Gaming and Computing (AVGC) sector and emerging technologies such as AI-ML, Big Data and Robotics. These incentives include quality, space, funding and recruitment process.
Hybrid working for a more efficient workforce: To reduce congestion in city centers, enable 24/7 operations for IT and IT support service departments, and facilitate remote work for non-essential office staff In addition, state governments actively promote interstate cooperation. office workers and remote workers. The move to hybrid work is aimed at improving productivity and work-life balance.
Financial and Non-Financial Incentives for IT and IT Support Service Entities: This policy includes various financial and non-financial incentives applicable to all IT and IT support service entities in the state. increase. These incentives include discounts on stamp duty, rent, electricity bills, property taxes and seed fees. The purpose is to facilitate the growth of the IT and IT support services sector across the state. In addition, specific incentives are offered to emerging technology companies to encourage job creation.
Facilitate data center development: To encourage data center development, the policy allows exemptions from standard parking standards and relaxes industry and infrastructure standards. Eligible entities will have open access to acquire unconventional energy sources and establish captive power plants. Financial and non-monetary incentives have also been introduced to further support the growth of this sector.
Support for Industry 4.0 and Emerging Technologies: Direct support will be provided under this policy to facilitate the growth of Industry 4.0, including emerging technologies such as artificial intelligence, 3D printing, Internet of Things, robotics and nanotechnology. . These innovative technologies are expected to drive innovation and economic development in the state.
Focus on skills development: Recognizing the importance of highly employable and skilled personnel in the information technology and information technology support services sectors, this policy places a strong focus on skills development. Super-professionals are subject to skill development courses in cooperation with the Skills Development Department and the Higher/Technical Education Department. Focused on upskilling, this initiative aims to equip employees with the expertise they need to thrive in an evolving digital environment.
