According to the Prime Minister, Kazakhstan has been studying international approaches to sign language regulation. In some countries, this issue is governed by dedicated legislation, while in others it is addressed within broader policies that protect the rights of people with disabilities. Bektenov noted that Kazakhstan continues to strengthen measures aimed at expanding accessibility and inclusive education.
Officials report that the country already provides sign language interpretation services, reintegration programs, and inclusive education opportunities for its citizens with hearing and speech impairments. Kazakhstan has also introduced an electronic video dictionary in Kazakh and Russian languages and a mobile application of the same name. In addition, finger writing is incorporated into educational programs for children with hearing impairments, and 17 universities across the country train special education specialists.
Officials emphasized that digital technology is playing an increasingly important role in supporting these citizens. Bektenov said 107 universities have already developed more than 200 AI agents, including electronic sign language interpreters, and another AI-based platform for learning Kazakh sign language is being prepared for integration into the government-run online platform for vocational training.
The Prime Minister also highlighted continued efforts to expand digital public services for people with disabilities. The state broadcaster is collaborating with Satbayev University to consider introducing AI-powered sign language interpretation into its TV programs. Kazakhstan’s comprehensive policy concept for 2025-2030 includes further measures aimed at developing sign language, strengthening accessibility and strengthening digital inclusion across the country.
