September 11 (Xinhua) – The 2025 Global Internet Conference concluded on Monday in Shenyang, the capital of the Riaon province of northeastern China, and issued an open call for cooperation to help Chinese and international guests share the new opportunities presented by artificial intelligence (AI).
The conference brought together government and business representatives from over 10 countries, including Brazil, the US, South Korea, Saudi Arabia and China, spanning areas such as mobile communications, AI and high-end manufacturing. Participants discussed in detail how to better intelligentize, network connectivity and digitalization in economic development.
Piero Scaruffi, founder of the Silicon Valley Artificial Intelligence Institute, said AI technology is not a zero-sum game, but a catalyst for mutual benefit and success in sharing. Today's advances in AI have benefited greatly from international cooperation.
Tan Lixin, Vice President of Leahonning at Northeastern University and industrial intelligence expert, told Xinhua that AI has become a strategic technology that will lead new technological revolutions and industrial transformations. This is an important strategic resource driving global technology, leaps dramatically, industrial optimization and upgrades, and overall productivity advancement, which has had a major impact on economic and social development. He noted that promoting the healthy and orderly development of AI has become particularly urgent.
“AI presents a common opportunity for all humanity and the common challenges we all face,” said Hermano Terercius, Telecommunications Secretary to the Brazilian Ministry of Communications, adding that it is important to strengthen international cooperation in the field of new technology in a ever-changing international environment in the current complex domain.
He said that Brazil is still lagging behind the construction of its data centers, as the third largest user of AI in the world. This requires collaboration with countries with benefits in digital infrastructure to achieve complementary benefits and mutual success.
Further advances in global AI technology depend on the existence of an open and inclusive environment for innovative collaboration. During the meeting, many participants highlighted challenges in areas such as governance frameworks and technical standards facing today's global AI development.
“AI has caused significant changes in the technological landscape. It is difficult to predict future trajectories without improving compliance-driven rules. To address these challenges, global collaboration is essential to addressing these challenges.”
“We advocate for an inclusive policy and environment in the field of AI across all countries,” Tercius said. “Only through these efforts can we ensure that the nation is not left behind in this technological revolution and build a robust bridge towards the shared prosperity of the world and an interconnected future.”
Ben Sash, general manager of the Warsaw Chamber of Commerce in Poland, said there is an urgent global need to strengthen dialogue, strengthen mutual trust, build broad consensus in areas such as rulemaking, technical standards, and ethics, and promote sound AI development in a unified way.
Over the years, China has conducted positive research and provided constructive ideas and solutions for the global governance of AI. The country launched its Global AI Governance Initiative in 2023. Last year, the 78th UN General Assembly reached historic consensus by adopting a China-led resolution on strengthening international cooperation in AI capabilities buildings.
Participating guests also expressed their desire to work with China in the field of AI in the future. For example, Pakistan's Global Business Alliance Chairman Muhammad Ashifnorrfarouki said he hopes China and Pakistan will strengthen cooperation within the digital economy to strengthen Pakistan's infrastructure. ■
