Ghana commits to ethical use of AI in military and security operations

Amid growing global attention to emerging technologies and their impact on peace and security, the Government reaffirmed its commitment to the responsible development and use of artificial intelligence (AI), particularly in the military and security sectors.

Deputy Minister of Foreign Affairs James Gyakie Quayson represented Ghana at the Responsible Artificial Intelligence in the Military (REAIM) 2026 Summit held in A Coruña, Spain from 4th to 5th February 2026.

The high-level summit brought together ministers, government officials, policy experts, and key global stakeholders to discuss the development, deployment, and governance of AI in military and security contexts.

Speaking at the summit, Ghana stressed that while artificial intelligence offers great opportunities for economic growth, innovation and national development, its application, particularly in security operations, must be based on responsibility and strong ethical standards.

“The Government of Ghana recognizes the growing importance of artificial intelligence for economic growth, innovation and national development, and its growing role in enhancing the effectiveness of decision-making and operations in the military and security sectors,” the government said.

However, Ghana cautioned that the use of AI in defense and security must be rooted in human stewardship and respect for international norms.

“Ghana recognized the potential of AI to enhance peace and security, while stressing the need for responsible development, meaningful human oversight, and strict compliance with international law, including international humanitarian and human rights law,” the statement added.

In line with the objectives of the REAIM process, Ghana has approved REAIM 2026 path to action This document expresses support for a joint global effort to regulate the use of AI in military operations.

The government said Ghana remains committed to “constructive engagement, experience sharing and cooperation with member states and relevant stakeholders to promote the responsible use of AI for international peace and security.”

The Government further reiterated that its position on emerging technologies is based on the protection of human dignity and global stability.

“The Government of Ghana remains committed to ensuring that emerging technologies continue to contribute to global efforts to protect human dignity, promote peace, and strengthen international security,” he said.
