Ministers explored opportunities to implement pilot AI projects in priority sectors such as healthcare, agriculture, local language technology, and digital government services, with the aim of delivering practical and measurable development results across the continent.
Raafat Hendi met with Paula Ingabire to strengthen cooperation between Egypt and Rwanda in digital transformation, artificial intelligence (AI) and digital skills development. The meeting, which was also attended by Dan Munyuza, focused on expanding bilateral cooperation in key technology areas and advancing Africa’s digital development agenda.
The main focus of the discussion was the development of a common African framework for responsible and inclusive artificial intelligence. Ministers explored opportunities to implement pilot AI projects in priority sectors such as healthcare, agriculture, local language technology, and digital government services, with the aim of delivering practical and measurable development results across the continent.
The two sides also discussed strengthening collaboration between government agencies, universities, research institutes, and innovation centers in the two countries. Proposed areas of cooperation include partnerships involving the Egyptian University of Information, the Applied Innovation Center and the Institute of Information Technology, alongside efforts to strengthen digital government efforts and technology research.
To formalize cooperation, the Ministers agreed to develop a Memorandum of Understanding (MoU) that provides a framework for expanding cooperation in the field of information and communication technology. The agreement is expected to enhance knowledge sharing, innovation and joint capacity building programs between the two countries.
During the meeting, Mr. Hendy highlighted Egypt’s role in the African Union AI Working Group and the Smart Africa AI Council and reaffirmed Egypt’s commitment to supporting African cooperation in artificial intelligence. He noted that Egypt’s National AI Strategy accelerates AI adoption in multiple sectors while supporting the development of specialized digital talent, adding that the country is keen to share its expertise with Rwanda and other African countries.
Mr. Ingabire cited the strong bilateral relationship with Egypt and welcomed closer cooperation with Egypt. He emphasized the importance of expanding cooperation in artificial intelligence, digital transformation and digital skills development to support innovation and economic growth across Africa.
The conference also considered opportunities to strengthen collaboration in regional and international discussions on AI governance, with the aim of fostering a common African position on emerging global AI issues. Participants also reviewed Egypt’s efforts in AI innovation, digital capacity building, and support for freelancers, as well as a program led by the Institute of Information Technology aimed at developing AI talent and strengthening digital skills across the region.
