Dubai: Dubai residents and visitors can now converse with Saeed, Dubai Municipality’s newly launched AI-powered virtual spokesperson.
Saeed will serve as the municipality’s official digital face, communicating the municipality’s achievements, news, services and projects to the public in an interactive, direct and reliable manner, the municipality announced on Sunday.
Said will also enhance communications and customer service operations, while improving the efficiency and consistency of internal and external messaging across digital channels.
City officials said the initiative reflects Dubai City’s identity and helps deliver a unified official message in a clear, attractive and accessible format.
He speaks Arabic, English, Urdu and Chinese. He will be available on social media, official website, awareness videos and soon at the ‘Hayacom’ customer service center in Dubai City. And unlike most government communication channels, he never shuts it down.
Building on the Emirates identity
Saeed is designed to incorporate Emirati facial features and official national clothing, visually anchoring it to local culture while projecting a formal yet approachable personality appropriate for government communications. His name has connotations of happiness and optimism in Arabic. This was a deliberate choice, consistent with Dubai’s broader ambitions to make government services more humane and community-focused.
He speaks in a clear Arabic voice and can change his tone depending on the nature of the message, be it an awareness campaign, service announcement, or seasonal event.
How Said works
Saeed is powered by generative AI and uses only official data from Dubai Municipality, so the information we provide is accurate and regularly updated.
Unlike static chatbots, they are designed to simulate natural human interaction. Said tailors his presentation, simplifying complex information and maintaining a consistent official tone across different platforms and contexts.
He can be deployed throughout press conferences, awareness videos, official websites, social media platforms, and community events. Going forward, Dubai Municipality will integrate him into the Hayacom customer service center, where he will respond in real-time to public inquiries regarding municipal services and act as a 24-hour digital front desk.
Internally, Saeed also communicates with employees, sharing motivational content, success stories, company updates, polls, and simplified procedural guidance. He acts as a virtual responder to staff inquiries and provides employees with quick access to the latest organizational news and processes.
Saeed will promote Dubai’s destinations and public facilities, guide viewers through new amenities and recreational spaces, and support digital tours showcasing Dubai’s urban development. We answer frequently asked questions, announce new initiatives and projects, and discuss key events and seasonal campaigns.

He added that Saeed is not just the virtual face of the organization. “He represents a unified communications platform that strengthens the consistency of official media messages and increases the efficiency of public engagement. This confirms Dubai’s status as a pioneering city developing new models of digital government communications and leveraging technology to benefit society.”
Seyyed Ismail Al Hashimi said that Dubai Municipality plans to integrate Saeed into the Hayacom customer service center in the coming period, making it possible to respond to customer inquiries across Dubai Municipality’s services.
