Congo introduces the benefits of Xiamen's digital infrastructure and AI ambitions

The Minister highlighted Congo's progress in strengthening digital infrastructure through flagship projects such as the Central African backbone for regional connectivity, the national data centre as a pillar of digital sovereignty, and the expansion of telecommunications across the country.

The Republic of Congo reaffirmed its role as a driving force in Africa's digital transformation at the BRICS Forum on New Industrial Revolution Partnerships held in Xiamen, Fujian Province.

Leon Just Ivonbo, the Minister of Delegation, Post, Telecommunications and Digital Economy, has presented Congo's strategic vision for Africa's location in digital innovation and the global technological landscape. Congolese participation falls within the framework of cooperation with China, particularly under the Forum on China-Africa Cooperation (FOCAC), which is currently co-chaired by President Dennis Sassou Naguesso.

The Minister highlighted Congo's progress in strengthening digital infrastructure through flagship projects such as the Central African backbone for regional connectivity, the national data centre as a pillar of digital sovereignty, and the expansion of telecommunications across the country. These are complemented by e-government platforms and capacity building initiatives designed to prepare Congolese youth for the digital economy.

One important presentation was the creation of the Centre for Artificial Intelligence Research (CARIA), which is envisioned as a pan-African hub for research, training and innovation. Developed in collaboration with China's Academy of Information and Communication Technology (CAICT), Kalia includes joint AI research institutes, innovation and research facilities, advanced mobility and training programs, and solutions tailored to Africa's priorities, including health, education, smart agriculture and sustainable cities.

The Minister emphasized that the Congolese approach prioritizes co-building of comprehensive, locally adapted digital solutions rather than simply adopting technology. Kalia links with the global innovation ecosystem, including the BRICS AI Centre, the Smart Africa Alliance and the Rome AI Hub, to position Africa as a proactive and respected contributor to international digital governance.

Congo's involvement at the BRICS Forum reflects a broader strategy to coordinate technological advancements with human-centered development, regional integration, and international cooperation. With its leadership role in FOCAC and its commitment to scientific excellence through Kalia, Congo aims to become a strategic actor to shape Africa's digital future.
