AI Scale-Up has future plans for offices in Montreal and South Korea.
Toronto-based Artificial Intelligence (AI) ScaleUp Cohere has officially opened its office in Paris, France, which serves as the “central hub” for European, Middle East and Africa (EMEA) companies.
In a blog post, large-scale language model (LLM) developers said their presence in EMEA is on the rise. This called the region the “critical market” for business and the “cornerstone” of its global strategy.
Cohere plans to double its Paris staffing for next year.
Paris is home to European AI champions and Corp's competitor Mistral AI. French President Emmanuel Macron has sought to create a European AI hub within the country as part of a push to ensure European digital sovereignty.
News from Cohere's Paris Office comes shortly after the Toronto company shut down $500 million to drive global expansion. Over the past few months, Cohere has shared plans to open offices in Korea and Montreal.
Cohere hopes to grow its Paris workforce to 20 employees by the end of the month. This includes new business and public policy leads joining existing research, engineering, safety and product teams in France.
The company will invite Salesforce VP (VP) of EMEA Government Affairs and Public Policy as head of EMEA Public Policy. It will also hire a VP of EMEA who will be trying to name it at the end of September to oversee the region's growth and partnerships.
These employ the latest changes in a series of leadership changes, including Cohere Labs Marzieh Fadaeee, CFO Francois Chadwick and the new Chief Officer of Joelle Pineau, head of CTO Phil Blunsom. Former CTOs Saurab Baji and President Martin Kohn have recently set out.
In total, Cohere will double its Paris staffing for next year, as it appears to be taking advantage of the “French standout AI talent pool.”

Founded in 2019 by former Google researchers, Cohere builds power chatbots and other AI applications. The company has raised approximately US$1.5 billion so far, and is recently valued at a CAD of $6.8 billion, making it one of Canada's most funded and most valuable private technology companies.
Cohere expects to exceed $100 million in annual revenue in May this year, generating more than $200 million per year by the end of 2025. However, the 450-person company faces tough competition with large LLM manufacturers like Openai and humanity, building AI models like deep pocket technicians like Google and Meta.
Cohere said the French team is already playing a globally important technical leadership role for the company, contributing to the multilingual model and flagship agent AI platform North.
