China has launched an AI-driven action plan for the shipping industry under the 15th Five-Year Plan (2026-2030). This roadmap outlines a two-phase strategy focused on technology, pilots, infrastructure, and governance. Targeting pilot zones, routes and smart ships by 2027, aiming to develop fully technologically capable and globally competitive smart ships by 2030.
A two-stage development roadmap has been outlined to implement the action plan.
According to China-based media reports, by 2027, China plans to deeply integrate AI into major shipping operations, achieve key technology breakthroughs, establish more than three comprehensive smart shipping pilot zones, open more than five pilot routes, develop more than 10 reproducible smart shipping scenarios, and deploy more than 100 smart ships.
By 2030, it aims to fully master core technologies, build a coordinated ecosystem across technology, industry and governance, and achieve globally advanced standards in smart shipping.
The country aims to achieve these goals by deploying 11 key tasks across four areas: technology and equipment breakthroughs, application pilots, infrastructure upgrades, and strengthening regulatory governance.
