Abu Dhabi: The Abu Dhabi Government Realization Bureau has announced that it is approaching the full deployment of artificial intelligence (AI) technology in all government agencies. This milestone reflects the government's vision to reinvent the way services are delivered to individuals as they prepare to unveil the TAMM 4.0 platform during their participation in Gitex 2025 in October.

TAMM 4.0 is the world's most advanced AI-driven government platform that redefines government-society relationships. We provide a proactive and integrated service designed to improve your customer experience. The platform features multilingual virtual assistants that intelligently organize government services, use machine learning to predict results, and provide personalized guidance tailored to each user. It also automates routine rule-based decisions that sink rule-based decisions, such as approval and compliance, into customer transactions, allowing government employees to focus on higher value tasks.
Ahmad Tamim Hisham Al-Kuttab, chairman of the Abu Dhabi government implementation division, said:

Abu Dhabi has already deployed more than 100 AI use cases to more than 40 government agencies, moving from a pilot project to a full-scale operational implementation. These applications include providing aggressive services by tracking customer life events and automatically activating relevant government services using the needs of applications and forms. Coupled with real-time analysis of economic activity based on laws and regulations, along with immediate compliance guidance. It is AI-driven foresight that predicts future needs, optimizes workforce allocation, and provides seamless access to services in over 15 languages.
AI Majlis Workshop
To promote community engagement, the Enablement Department has launched AI Majlis workshops across Abu Dhabi, designed to simulate the traditional Emirati Majlis, the cornerstone of social dialogue. These open forums will help citizens and residents prepare for a digital future by introducing practical applications of AI in everyday life and promoting awareness of responsible and ethical AI use. By combining cultural traditions with technological innovation, AI Majlis ensures inclusiveness and wide-ranging community participation in the journey of AI transformation.
The government's workforce is also undergoing major changes. Over 95% of Abu Dhabi's over 30,000 government employees have completed a comprehensive AI training program. This massive initiative will equip public sector professionals with the skills needed to thrive in an AI-driven future, allowing technology to serve the public interest while protecting accountability and surveillance throughout all processes. This training incorporates responsible and ethical AI practices to ensure that tools are enhanced rather than replacing human-centered public services. That way, Abu Dhabi has set new operational benchmarks for transparency, ethical and inclusive AI adoption across the government.
In parallel, the government created a new role that includes Chief Digital and AI officers of all Abu Dhabi government agencies. These leaders drive AI governance and innovation within their respective sectors, strengthen institutional structures, embed public trust, and systematically integrate AI across functions.

The Abu Dhabi government's digital strategy 2025-2027 aims to position Abu Dhabi as the world's first AI-led government by 2027, backed by an investment of AED 13 billion. This ambition focuses on rethinking how governments provide services and support decision-making, creating community value through key pillars: adoption of a 100% sovereign cloud, full AI integration across services, data-driven decision-making, a unified digital framework, and robust cybersecurity.
This strategy envisages a unified digital infrastructure that automates processes, increases efficiency, and encourages collaboration with technology leaders, innovators and entrepreneurs. These foundations allow smart, interconnected, AI-powered government services that predict and proactively meet the needs of citizens, residents, and businesses.
By 2027, Abu Dhabi's pioneering approach will serve as a global model for responsible AI adoption. This improves the relationship between the government and the communities it serves, provides accessible, people-centric public services, and strengthens trust through transparency, adaptability and future preparation.
