The Information Committee (ICO) will strengthen oversight of AI and biometric technology and launch a new strategy in Congress today. This includes reviewing the use of automated decision-making in recruitment.

The UK data regulator has announced plans to support responsible AI innovation by increasing scrutiny in areas of interest to the public.

At an ICO event with AI (AI APPG) All-Participation Group this morning, intelligence committee member John Edwards said:

“However, to be confident in engagement with AI-powered products and services, people need to trust their personal information to be safe hands. For example, it is our job to ensure that “agent AI” is properly protected, and to be confident in the way that personal information gains innovation and trust among people. ”

ICO's new AI and biometric strategies aim to help organizations legally develop and deploy new technologies, supporting innovation and growth while protecting the public.

Research on automatic decision-making (ADM) in recruitment and biometric technology reveals that the public hopes to understand exactly when and how it affects systems that drive AI.

If these technologies are wrong, they are concerned about the outcome. For example, if automated decisions affect recruitment applications, or if facial recognition technology (FRT) is incorrectly used. More than half (54%) of those surveyed shared concerns that police use of FRT would violate their privacy rights.

The ICO said it would provide certainty to the organization and a sense of security for the public.

ICO's AI Strategy

The ICO launched its strategy this morning at the 40th anniversary event using AI APPGs. There, politicians, industry leaders and civil society gathered to discuss privacy in responsible use of AI in the economy.

Edwards added: “The same data protection principles still apply today, it is a matter of trust and can only be constructed by an organization using people's personal information responsibly.

“Public trusts are not threatened by the new technologies themselves, but are threatened by reckless applications of these technologies other than the necessary guardrails. We are here to facilitate compliance and ensure that those guardrails are realized, as we did 40 years ago.”

Labour MP and vice-chairman of AI APPG, Dawn Butler said: “Artificial intelligence is more than just a technological change. It's a society change. It's increasingly changing the way healthcare, attending schools, traveling, and even experience democracy.

The ICO strategy is based on the disclosure of policy positions made to organizations regarding generated AI and actions, including last year's ordering Serco Leisure to cease using biometric technology and monitor employees.

The ICO said it would discuss updated guidance on ADM and profiling, develop statutory codes of practice on AI and ADM, and create a Horizon Scanning report on the impact of agent AI on data protection.

What is Agent AI?

Agent AI is a more autonomous and aggressive model of artificial intelligence. Because they understand the user's goals, they can act without human guidance. Agent AI systems still use the creative capabilities of generation AI models like ChatGPT, but instead of creating content, they focus on decision making. They can optimize specific goals and take on a set of activities.

Edwards said: “Agent AI is the next chapter in the evolution of AI, allowing the system to act autonomously. While generative AI may be able to write a shopping list, Agent AI can access an online shop and place an order using your ID and payment details.”
