Hong Kong authorities are set to restructure how public services are delivered, deploy a drastic plan to embed AI in at least 200 management procedures by the end of 2027, expanding to at least 200 management procedures to create an efficient and more responsive, technology-driven bureaucracy.

The timeline listed on John Lee Kaiu's Chief Executive Policy Address on Wednesday will unfold 100 different steps in 2026 alone, allowing the area to tackle from data analysis and customer service to fostering license and permit approval.

Lee said that artificial intelligence should be developed as an industry and integrated with a variety of fields rather than as an application.

“AI is a must. We welcome technology and businesses. Hong Kong is a free and open port. We have no control over the flow of people to people, data flows…” Lee said.

The push to automation and smart governance is one of the most important technological reforms for management, facing pressure to streamline talent and improve service delivery.

Sources say a new high-level effectiveness enhancing team led by senior officials and includes private sector expertise will be planned to lead citywide digital transformation by the end of this year.
