The federal government is expected to announce the creation of an AI agency today, but Prime Minister Anthony Albanese is unlikely to move to change copyright law.
Machine learning players have been requesting copyright changes to give them access to a large amount of content to train their AI.
Powered by AI Claude, Anthropic is said to provide a pool of funds to pay for content, as long as there is a simple system for making overall transactions with owners.
However, Australia has consistently said it does not intend to change its copyright laws to create text and data mining exemptions for AI players.
In his speech today, Mr Albanese is expected to announce the establishment of an AI Office within the Department of Prime Minister and Cabinet.
A preview of his speech says Albanese will declare an end to the issue-by-issue approach to AI, including data centers, workplace transformation, copyright and the use of machine learning in defense.
“If we get this right, we can increase our attractiveness to international investors by providing clarity and speed in approvals and a streamlined process for compliance verification,” he said in excerpts from his speech.
The AI Office will coordinate the design of the New Australian Standard and bring together the work that ministers are undertaking across government.
