Singapore has announced key insights from the Global AI Assurance Pilot. This is an initiative that catalyzes emerging norms and best practices regarding the technical testing of generator AI (Genai) applications.

Safety and reliability of AI
Singapore wants to position itself at the forefront of its efforts to operate AI safety, accelerate the adoption and deployment of reliable and responsible AI, and promote international cooperation in AI that benefits everything.
The Global AI Assurance Pilot was launched in February 2025 to encourage the safe adoption of AI in industries by the AI Verify Foundation (AIVF) and the Singapore Infocomm Media Development Authority (IMDA).
Singapore believes that AI can leverage it for the public interest and increase its economic potential.
The pilot has attracted great interest from both local and international AI stakeholders, particularly from companies deploying Genai in business processes. In the pilot, 16 expert AI testers were working with 17 deployers from 10 different industries, including the public sector, finance, healthcare and HR.
An important example of a pilot's finding was that Genai's risks are often context-dependent (industrial, use cases, culture, language, and organizational specific). Calending the risks and testing of a particular situation is a challenge, and the recommendation is to involve subject experts throughout the application lifecycle. AIVF and IMDA will continue to work with industry to improve pilots.
The starter kit generalizes key insights from guarantee pilots, consults with other practitioners, and provides actionable test guidance to any organization developing or leveraging Genai applications through sectors and use cases.
It provides a step-by-step guide on how to think about risks that highlight common things like hallucinations, unwanted content, data disclosure, vulnerabilities to hostile prompts, and more.
IMDA is seeking industry views on this starter kit on test guidance and recommended tests for the four identified risks.
The starter kit is complemented by testing tools such as Project Moonshot. This provides a platform that allows companies to implement test guidance. Starter kits will continue to expand to address new risks and testing requirements alongside technology development.
Both Assurance Pilot and the Starter Kit aim to boost organizations' capabilities in the secure deployment of Genai applications and build overall trust in the AI ecosystem.
Singapore believes that AI can be used for the public good, and that it can increase economic potential, increase social impact, and meet the needs and challenges of our times. AI Singapore (AISG) has signed a memorandum with the United Nations Development (UNDP) to advance AI literacy across six pilot countries in Southeast Asia, the Pacific Islands and the Caribbean, with the aim of dividing AI literacy and transforming communities in developing countries.
The partnership expands AISG's successful AI for Good (AI4Good) programme – first launched in 2024 and strengthens national AI capabilities across Asia – to scale internationally.
