Pro-Kremlin media reported that this appears to be the first time that Russia’s Supreme Court has used artificial intelligence to draft plenary resolutions.
Supreme Court Justice Vyacheslav Gorshkov said the technology was used “for the collection and processing of information” in a set of guidelines for the preparation of civil cases in court. This document updates the 2008 Decree, taking into account the various changes to Russia’s legal system over the past 18 years.
The version drafted by the AI was not the final version. According to Telegram channel Baza, the draft created using AI was sent for further editing.
While this application marks an important step in the growing acceptance of the use of AI in the Russian judicial system, it is not the first time LLM has been used in Russian courts. For example, in fall 2025, a judge in the southern city of Krasnodar upheld a judgment that appeared to have been written using AI.
According to statistics previously cited by former Chairman of the Council of Judges Viktor Momotov, as of May 2025, 35% of courts were already using AI. Momotov hailed AI as a development that promises to “reduce the burden of the judicial system and the shortage of staff in court organizations.”
