Bihar's Muzaffarpur police on Friday arrested a 25-year-old man for allegedly creating and disseminating fake videos and audio clips of Prime Minister Narendra Modi and President Drupadi Murmu using artificial intelligence tools, police said.

Officials said they received information through WhatsApp that a fake video digitally created and manipulated using Artificial Intelligence (AI) technology was posted and spread on social media platforms by Senior Superintendent of Police, Muzaffarpur, through his Instagram ID Jansra Ajbo Chaha, misusing the names, likenesses and voices of Prime Minister Modi and President Murmu.
“Such videos are created in such a way as to mislead the public into believing that they are genuine, thereby spreading misinformation among the public. The main objective behind such AI-generated fake content seems to be to create confusion among the public,” Muzaffarpur Deputy Superintendent of Police (DSP) Himanshu Kumar said.
On receiving this information, a special police team formed under the command of Cyber DSP swung into action and led to the arrest of accused Pramod Kumar Raj, son of Nagendra Sahani, a native of Bhagwanpur Bochaha under Bochaha police station limits in Muzaffarpur district, around 7 pm on Friday.
“We have seized the mobile phone used in the crime,” the deputy superintendent said.
In an official statement dated January 2, Muzaffarpur police said the AI-generated video was created with all malicious intent.
“Prima facie, this act appears to be aimed at undermining the dignity, prestige and credibility of the country's highest constitutional office, creating distrust in democratic institutions and negatively impacting social harmony and law and order. The circulation of such fake digital content through social media cannot be taken lightly. This act is of a very serious nature and not only falls under the category of cybercrime, but also appears to have an adverse impact on national security, public order and constitutional values.”
“If such AI-generated fake videos are widely circulated on social media, people may react based on incorrect information and there is a risk of public order being disrupted,” the police said in an official statement.
Meanwhile, the police have registered case number 1/26 under Sections U/S 197 (d), 351 (4), 352/353/356 BNS & 66 (d) IT Act with Cyber Police Station, Muzaffarpur dated 02.01.2026.
When contacted, Muzaffarpur Senior Superintendent of Police (SSP) Sushil Kumar said arrangements were made to send the arrested persons to jail.
“Further investigation into the matter is underway. During the investigation, it was found that this man was also associated with a political party,” said a senior superintendent of police, refusing to divulge further information.
However, police sources said Pramod Kumar Raj was associated with a political party and had also participated in the recently concluded assembly elections.
