Johor Bahru [Malaysia]September 15: In a critical step towards Islamic value-based artificial intelligence, the world's first major language model (LLM) Nurai and Malaysian government developer Zetrix Ai Berhad have signed a deliberate letter (LOI) to cooperate to establish a Foremost Global framework for complementary compliance with ai now. The ceremony was witnessed by Prime Minister Yabu Dat Seri Anwar Ibrahim.
Building Nurai's trust
Jakim, Malaysia's Islamic Development Authority, is internationally recognized as the gold standard for halal certification, accrediting foreign accreditation bodies in nearly 50 countries. Malaysia is consistently ranked first in Global Islamic Economic Indicators, reflecting leadership not only in Halal certification, but also in Islamic finance, food and education. By integrating new technologies such as AI and blockchain to enhance compliance and surveillance, Malaysia continues to set an overall benchmark for the global Islamic economy.
Nurai has already established itself as a pioneering AI platform alongside Shariah. With today's collaboration, Jakim will play a central role under the direction of the ministry, guiding Nurai certification, governance and ethical standards and ensuring alignment with Islamic principles.
Furthermore, this milestone underscores the urgent need for AI systems that move beyond secular or foreign-centric worldviews, and instead provides a platform rooted in Islamic ethics. Malaysia is positioned as a global leader in ethical and sharia-compliant AI, setting an international benchmark. The initiative also reflects the country's halal and digitalization agenda, ensuring that AI continues to trust, safe and represent Muslim values while serving more than 2 billion people around the world.
Prime Minister Yab Dato Seri Anwar Ibrahim reinforced that national policies should incorporate a variety of inputs, such as digitalization and artificial intelligence, and should always remain based on Islamic principles and values worth emphasising.
The realm of collaboration
Through LOI, the government via Zetrix AI and Jakim propose to collaborate in three key areas:
– Sharia Accreditation and Governance – Development of frameworks, ethical guidelines and certification standards for AI systems rooted in Islamic principles.
– Global advocacy and promotion – Positioning Malaysia as a global centre for Islamic AI, defending the Islamic digital economy, which is projected to be USD 5.74 trillion by 2030.
-Jakim's official channel on Durai – Islamic legal rulings, halal accreditation, and creating a trustworthy platform for validated Shariah Guidance, combating misinformation through AI.
Strengthening leadership in global halal technology
Through this collaboration, Nurai demonstrates how AI is guided by ethical and faith-based principles that serve the global community. By extending halal leadership to the digital economy, especially in Islamic finance, education and law, Malaysia holds a position as a key contributor to establish an international benchmark for AI in Sharia-compliant.
Comprehensive, safe and cost-effective AI
Nurai was developed in Malaysia and supports Bahasa Melayu, English, Indonesian and Arabic. It complies with national data sovereignty and cybersecurity policies, reducing reliance on foreign tools while ensuring that AI knowledge remains locally trusted and secure.
