Effective March 1, 2026. Artificial Intelligence Act of 2025, No. 134/2025/QH15 It sets transparency requirements and mandates that images and videos generated by AI be labeled in an easily recognizable way.
in particular, Article 11 Paragraph 4 The Artificial Intelligence Act of 2025 confirms that when an artificial intelligence (AI) system is used to generate or edit audio, images, or video to simulate or imitate the appearance or sound of a real person or to recreate a real-life event, it must be recognisably labeled to distinguish it from the real-life content.
Particularly in the case of products that are cinematic, artistic, or creative works, the prescribed labeling must be carried out in an appropriate manner so as not to interfere with the display, performance, or enjoyment of the work.
At the same time, implementers must ensure that AI-generated audio, images, and videos are marked in machine-readable format according to government regulations. The details of the format of notices and displays will be specifically stipulated by the government in the future.
Additionally, if AI-created or edited text, audio, image, or video content is made available to the public and causes confusion as to the authenticity of an event or person, the deployer is responsible for providing clear notice of this at the time of provision, unless legal provisions provide otherwise.
Additionally, under this law, developers, providers, implementers, and users of AI systems are responsible for ensuring safety, security, and reliability, and for timely detection and remediation of incidents that may cause harm to people, property, data, or public order.
