The UK government has placed artificial intelligence (AI) at the forefront of its strategy for economic growth and improvement.
Recognizing the potential for AI transformation and acknowledging the inherent risks, the technology secretary has launched an AI playbook for the UK government. This comprehensive resource provides guidance to departmental and public sector organizations on the safe and effective implementation of AI technology.
This article explores the purpose, content, development and future direction of playbooks, and highlights its importance in navigating the evolving landscape of AI in the public sector.

Why AI Playbook?
The state of Digital Government Review 2025 highlights the potential for AI to reduce costs and enhance public service delivery. However, to realize this possibility, you need to clearly understand the capabilities and limitations of AI.
The AI Playbook aims to provide civil servants with this knowledge and address the need for informed decision-making regarding AI recruitment. It is important for public sector employees to understand not only the potential benefits of AI, but also the ethical, legal, privacy, sustainability and security risks associated with its implementation.
Playbooks act as a central resource accessible to everyone on Gov.uk, addressing a variety of individuals with a level of digital literacy, from people who use digital and data roles directly to policy experts and decision makers.
What AI Playbook offers
The AI Playbook is designed to be a practical and accessible guide, providing clear explanations of AI technology, real-world use cases, and corporate guidance for policy experts and decision makers. It also provides technical advice to digital and data experts on procurement, implementation and utilization of AI solutions. The playbook is made up of five important sections.
- 10 Principles:
- This section outlines the core principles that should guide all civil servants when using AI within the government context. These principles emphasize ethical considerations, transparency, accountability and fairness.
- Introducing AI:
- This section provides a basic understanding of AI, including its generated AI, its applications, features, and limitations. It aims to divide AI for all civil servants, regardless of their technical background.
- Building AI:
- This section is aimed at individuals working directly on AI projects. It provides guidance for both enterprise and technology, covering topics such as determining AI suitability for a particular task, identifying inappropriate use cases, conducting user research, building AI teams, and navigation of procurement processes.
- Use AI safely and responsibly:
- This section discusses important legal, ethical, security, and governance aspects of an AI project. It explores issues such as algorithm bias, data privacy, copyright, data protection, and cybersecurity, providing important considerations for team leaders and senior decision makers.
- Appendix containing public sector AI use cases:
- This section presents real-world examples of AI and generator AI solutions developed across the public sector. Written by the development team itself, these case studies provide valuable insights and practical learning opportunities.
Each section contains a checklist with practical recommendations. For a more detailed technical discussion, the government has also launched a series of AI Insights articles.
Development and collaboration
The AI Playbook is the result of extensive collaboration involving more than 50 experts in the Government Digital Services (GDS) and Science, Innovation and Technology Sector (DSIT), donations from over 20 government and public sector organizations, and peer reviews from industry and academic advisors.
This collaborative approach ensures that the playbook reflects a broad range of perspectives and expertise. Complementing the playbook is a new AI course on civil servant learning and ready-made training on government campuses, developed in collaboration with leading high-tech companies and government skills units.
The future of AI within the UK government
Recognizing the pace of rapid advances in AI, the government has committed to regularly updating its AI playbook. AI Insights Publications delves into specific AI topics in greater detail. To promote community and knowledge sharing, the government has established a community of artificial intelligence practices and offers meetups and newsletters. Free e-learning courses on civil servant learning are also available to support the safe and effective implementation of AI solutions.
These initiatives demonstrate the government's continued commitment to responsible AI adoption, maximizing the potential of public goods while reducing potential risks. By providing accessible resources and promoting a culture of learning, the UK government is laying the foundation for a future where AI empowers public services and drives economic growth.
