China wants to work with other countries and is planning a global governance of artificial intelligence at the World Artificial Intelligence Conference (WAIC) in Shanghai. The country's prime minister, Li Qiang, warned of “technical monopoly”, saying that AI could become “an exclusive game for some countries and businesses.” Therefore, he proposed to create a “World AI Cooperative Organization” during the event.
Li didn't specifically mention the US when he spoke about monopoly, but the US has restricted exports of AI chips to its own country. Nvidia had to develop chips aimed exclusively for China, so that they would not lose the Chinese market completely. Meanwhile, Chinese companies like Huawei are developing their own AI systems to make up for the lack of access to more advanced AI chips from American companies. Li also issued a statement a few days after the Trump administration revealed its AI plan of action. It seeks to limit state regulations for AI companies and ensure that the US will defeat China with AI races.
The Chinese Prime Minister said his country would “actively promote” the development of open source artificial intelligence, and that China is “willing to provide more Chinese solutions to the international community” when it comes to AI. He also said his country wants to share AI technology with developing countries in the Global South.
“Today, overall global AI governance is still fragmented. Countries are very different, especially in terms of areas such as the concept of regulation. [and] The institutional rules state that “coordination needs to be strengthened to form a global AI governance framework with broad consensus as soon as possible.”
