China's Deputy Foreign Minister Ma Chaox has called for stronger global cooperation on artificial intelligence (AI) to “ensure that AI is under human control,” particularly underscoring the need to prevent the development of deadly autonomous weapons.
According to a report by Turkish national news site Anadolu Agency, in a public discussion by the UN Security Council on “AI and International Peace and Security,” MA highlighted the council's role in “advancing global AI governance and managing non-traditional security risks.”
“The development of artificial intelligence must always aim to increase human happiness,” MA said. “It is essential to ensure that AI remains under human control and prevent the emergence of lethal autonomous weapons that operate without human intervention.”
He urged the international community to “co-foster an open, inclusive, fair and non-discriminatory environment for technological development and firmly oppose unilateral environments and protectionism.”
He went on to call for greater efforts to bridge what he called the “North-South AI division.”
The MA also highlighted the risks of AI being cooperated by non-state actors, such as “terrorist groups, militant troops, and cross-border criminal networks.” He emphasized the need for a joint international response to this.
To set a role model for responsible AI, the Deputy Foreign Minister pointed to the 2021 release of the position paper on AI's military application, calling AI-related security governance a “common challenge for humanity” and calling for strengthened efforts to regulate the military application of AI.
“World peace and development face multifaceted challenges, countries need to adopt a vision of common, comprehensive, collaborative, sustainable global security regarding regulating the military application of AI through dialogue and cooperation.
The MA reaffirmed China's commitment to this message at the Security Council on Wednesday, saying that Beijing “will work with all countries to actively participate in global AI governance and contribute wisdom and strength to build a world of lasting peace and universal security.”
China's promotion of cooperation on AI governance is part of a broader public effort from the country to promote increased international unity. On September 18, Chinese Defense Minister Dong Jun urged greater global unity, calling for warnings “defined by jungle rules” against an increasingly divided world.
The call for AI attention from the global superpower comes as music to the ears of more than 200 well-known politicians, public figures and scientists.
The opening of the 80th UN General Assembly, letters from public figures were also highlighted the “unprecedented dangers” of AI technology to coincide with letters from 10 and eight former heads of state and ministers.
“We urgently call the international red line to prevent the risk of unacceptable AI,” read the letter. “History teaches us that cooperation is the only reasonable way to pursue national interests when faced with irreversible, borderless threats. It encourages governments to reach an international agreement on the red line of AI.
