Baku, Azerbaijan, March 17th. According to trend reports, Vugal Bayramov, a member of the Duma’s Labor and Social Policy Committee, said in the Duma plenary today during the deliberation of the Criminal Code Amendment Bill that it is appropriate to use artificial intelligence (AI) in Azerbaijan’s bid.
According to him, digitalization not only strengthens control over various national programs, but also allows for the electronicization of decisions on the use of budget funds, including public procurement.
The lawmaker noted that closer use of AI in Azerbaijan is currently one of the economic policy priorities.
He explained: “According to the conceptual direction of the bill we are discussing today, the use of artificial intelligence capabilities in public procurement will help to further increase transparency. It would be appropriate to use AI both in the evaluation of tender results and in improving the mechanism for calculating scheduled prices.”
He recalled that according to the Board of Accountants, in 43.1% of competitive procurements, the contract price differed by more than 20% from the quoted price.
“The wide gap between scheduled and contracted prices makes the issue of further strengthening the efficiency and transparency of public procurement important. The use of artificial intelligence can minimize external interference and subjective considerations when making tender decisions, reduce the gap between scheduled and contracted prices, and enable a more efficient use of public funds,” he said.
Bayramov added that the bill also adds the purpose for which funds of state-owned entities are used to the question of their use.
“It would be better if Article 308 (1) of the Penal Code included funds allocated to public corporations. In 2025, 1.16 billion manat ($680 million) will be allocated to public corporations, and this year 895.2 million manat (500 million 26.6 million). As you can see, these are quite large numbers. In this respect, strengthening efficiency and transparency in the use of state funds is particularly important for public legal entities from a fiscal point of view,” he concluded.
