Applications of AI

California, like many states in the region, has been hit by some of the most devastating wildfires in recent history. The “Golden State” is leading the way in wildfire prevention by incorporating cutting-edge technology into its fire management strategies. One of the most notable advances in this area is the use of AI-trained cameras to monitor the landscape around the clock, identifying fires before traditional emergency calls are made.

As previously highlighted by Governing's Carl Smith, on the morning of September 5, 2023, a wildfire broke out in the redwood forests of Humboldt County, California. The fire was quickly identified by one of over 1,000 AI-trained cameras deployed across the state. The California Department of Forestry and Fire Protection (CAL FIRE) was quickly alerted, and firefighters were able to contain the fire to just a quarter of an acre. This rapid response was the result of a decade of work to leverage AI in wildfire detection and prevention.

Hot, dry weather in Idaho is increasing the likelihood of major fires.

As wildfires become more frequent and severe in the United States, especially in mountain states, the need for advanced detection systems has never been greater. AI provides a solution by continuously monitoring vast areas, analyzing data for early signs of fire, and alerting human operators when it detects a potential fire. Not only does the system speed up response times, it also leverages historical data to increase accuracy and reliability.

While the benefits of AI in wildfire detection are clear, it is essential that these technologies are implemented with proper oversight. To ensure transparency, accountability, and effectiveness of AI systems, a framework that balances innovation and regulation is needed. Oversight ensures that the integrity of AI applications is maintained and that they meet safety standards and public expectations without compromising privacy or efficiency.

The importance of data-driven decision-making is emphasized by Neil Driscoll, a professor at the Scripps Institution of Oceanography at the University of California, San Diego and director of ALERTCalifornia, a public safety program that leverages multidisciplinary expertise and supercomputing resources to better understand and respond to weather-driven events like wildfires.

ALERTCalifornia highlights: “The AI platform is a new tool in the toolbox, helping to save lives and protect habitat and infrastructure by making data-driven firefighting decisions. In its first season, the AI platform was used across all 21 CAL FIRE dispatch centers to detect over 1,200 fires across California, exceeding 911 call reports by more than 30%.”

Greater free market involvement in AI can drive greater innovation and efficiency. Driven by competition and profit incentives, private companies can develop and implement advanced technologies more quickly and cost-effectively than government agencies. By creating a regulatory environment that encourages private investment and innovation, governments can leverage the strengths of the free market to bolster wildfire prevention efforts.

Pacific Gas & Electric (PG&E) is one example of the private sector's involvement in developing AI for wildfire detection. Recognizing the potential to reduce risk and liability associated with wildfires, the utility supported early AI work on California's forest monitoring network. This type of public-private collaboration is a great example of how market-driven efforts can complement government efforts to address important problems.

California's AI-powered wildfire detection system serves as a model for other states and regions facing similar challenges. Integrating AI with traditional fire management techniques can significantly improve early detection and response, and reduce the impact of wildfires. States such as Washington, Wyoming, Montana, and Idaho should aim to replicate California's success by adopting similar technologies and strategies.

The use of AI in wildfire detection represents a major advancement in California's wildfire prevention and management efforts. Expanding the role of the free market and encouraging public-private partnerships can drive innovation and efficiency in wildfire prevention. As we continue to face the reality of increased wildfire risk, leveraging AI with proper oversight is essential to protecting our communities and natural resources.
