The Columbia Schwap Region (CSRD) has set guidelines for using artificial intelligence.
At the board meeting in September, CSRD staff will submit updated policies and procedures that address the adoption of artificial intelligence (AI) applications, particularly the use of Microsoft Copilot. However, prior to the board of directors, staff will present a draft policy on AI use at the committees throughout the August 7th meeting.
“The purpose of this policy is to establish guidelines for the acceptable use of artificial intelligence (AI) technology within the Columbia Shuswap Region (CSRD),” reads a draft policy entitled “Acceptable Use of Artificial Intelligence.” “Responsible use of AI allows CSRD to promote innovation, increase operational efficiency, protect privacy, manage risk, and promote accountability, safety and equity.”
The policy includes guidelines for AI use, data privacy and security, “transparency and explanationability, bias and fairness, human surveillance, and compliance with laws and regulations.
Regarding transparency and explanability, the document states that AI systems, “what influences important business decisions in particular must be transparent and understandable, “the decision-making process of an AI system must be accountable, and employees, elected officials, or stakeholders must be able to understand the rationale behind AI-driven decisions.”
Humans are expected to be maintained in all AI systems, and humans always have the option of “intervening in AI-driven decisions when necessary.”
The policy calls for the establishment of an AI Ethics Committee to oversee AI projects and ensure compliance with the policy.
The second draft policy, entitled “Use of Artificial Intelligence,” delves into more specific DOs and DOS for CSRD employees and elected officials. Regarding protection of confidential information, the policy states that as part of its BC Public Service agreement with Microsoft, the Generator AI tool, a recommended product used by M365 Copilot Chat, can be listed in Generator AI Tools.
The policy also requires AI-using employees and elected officials to “review and edit the output text to ensure that the language is comprehensive, respectful and fits with government-style guides and other writing standards.” The accuracy of the information provided by AI must also be verified.
“Using the M365 Copilot Chat is a complement to your work and does not use programs to replace human judgment and creativity,” reads the policy. “Apply critical thinking to the responses provided by the M365 Copilot Chat, making decisions based on a combination of AI input and human expertise.”
According to staff, AI will benefit the local district's ability to “analyse large datasets such as planning and environmental monitoring,” and help reduce operational costs through automation by automating routine management tasks, “enhancing productivity without expanding the workforce” and “supporting collaboration across departments and municipalities.”
