As part of its efforts to empower workers through technology, the China National Trade Union Confederation has unveiled an artificial intelligence-powered platform that acts as a 24-hour digital assistant and provides everything from legal guidance to policy analysis.
The core architecture of the AI platform consists of four main modules. One is a large-model computing power scheduling platform that integrates diverse computing resources to increase efficiency. A knowledge operations platform that brings together authoritative trade union data, specialized policies and regulations, and typical cases. It features automatic classification, dynamic updates, and accurate search capabilities. Large-scale model service management platform. It enables end-to-end management of models from training to deployment, lowering the barrier to using AI technology for union employees. The union's native AI application support platform provides foundational support for the development of intelligent applications.
An AI platform integrates three key elements of AI: computing power, models, and data. This will help enhance the performance of union-specific industry models in knowledge processing, reasoning, and other areas, and improve the intelligence and efficiency of union activities.
The platform is currently being applied to multiple scenarios in trade union activities. Intelligent Legal Services provides personalized legal advice. Smart data analysis quickly obtains analysis results for data charts through an interactive method. As a union-specific Q&A system, Union Language provides more reliable union-specific answers compared to the generic model. Writing assistants can help draft 15 types of legal documents and 5 types of administrative documents.
The launch of the AI platform marks a shift for union services from experience-driven to data-driven, and from achieving individual breakthroughs to delivering systemic change. According to data, over the past year, the “Workers Home” app has recorded 440 million cumulative activity visits, gained more than 14.5 million registered users, and reached 300 million activity participants.
The app focuses on key areas such as building a strong industrial workforce, reform, protecting workers' rights, and serving key groups, including workers in new forms of employment. Ten functional zones are being progressively enhanced. Among these, the “Worker Service Zone'' provides 27 types of services.
To date, more than 410 activities are planned through the Worker's Home app. There are 200,000 trade union service facilities listed on this app. To date, we have attracted 334,000 trade union organizations and assisted more than 3.37 million individuals with membership registration and transfer.
“Labor Union Digital ID” wallet” enables functions such as identity verification, entitlement inquiry and benefit redemption. To date, we have distributed over 270,000 mobile health check vouchers, 135,000 employee mutual insurance and 792,000 worker care packages. To date, the “Workers Home'' app has been integrated with the systems of 31 local-level trade union federations and 188 Built-in localized applications.
Beyond the development of infrastructure and platforms, digital and intelligent transformation is reflected in ACFTU's emphasis on improving the digital skills of workers as a key challenge in deepening the transformation of the industrial workforce.
Initiatives include building the “Worker Innovation and Creation Cloud” and the “Worker Skill Upload Cloud,” launching digital courses on platforms such as the “Craftsman Academy” and the app “Workers Home,” and implementing a program to improve digital skills for female workers.
