This consensus emerged at the 12th CEIBS Europe Forum, a flagship dialogue that brought together policymakers, industry executives and academics in Paris (22 June) and Brussels (24 June).
Speaking at the forum, former European Council President Charles Michel stressed that AI is no longer just a technology issue, but one of “sovereignty, leadership and power”. He pointed to semiconductors, data infrastructure and regulatory policies as central variables shaping future international relations. While recognizing intensifying global competition, Michel noted that Europe’s mature approach to corporate governance and data security could provide clear long-term resilience, and called for “responsible cooperation.”
These events highlighted clear strategic differences in global AI. The US leads in frontier investing, China excels in large-scale applications and open source models, and Europe dominates in regulatory frameworks. CEIBS Chairman Wang Hong said, “The more competition intensifies, the more important dialogue and cooperation become,” stressing the need to balance global AI governance.
Other speakers included the Chinese Ambassador to the EU, Cai Run, and the Chinese Minister to France, Chen Li.
An industry panel featuring executives from Siemens, EDF, and leading robotics companies reinforced this pragmatic approach. Across sectors such as energy, healthcare and advanced manufacturing, experts agreed that AI will serve as an enabler rather than a replacement for human expertise. However, they warned that AI’s huge energy demands pose significant challenges, and also a great opportunity for Sino-European joint innovation in grid technology and renewable energy.
