U.S. companies are seeking a legal environment that favors new technologies, such as facilitating data flows and developing AI and cloud computing.
At a meeting with the Central Committee for Policy and Strategy in Hanoi on April 15, a US business delegation also proposed mechanisms to support testing of new technologies and expand policy space for innovation.

“Politburo Resolution No. 57 identifies science, technology, and digital transformation as areas of much-needed innovation, where institutions need to be a competitive advantage to foster development,” said Pham Duc Long, Deputy Minister of Science and Technology.
Deputy Minister Pham Duc Long said, “Vietnam is accelerating legal reforms to create a favorable environment for businesses.” “In 2025, the science and technology sector has amended eight laws and enacted two new ones, and has moved from a management mindset focused on strict controls to a more flexible approach that is ready to adjust policies according to reality, especially for new technological areas.”

AI policies are being developed based on risk-based management to foster innovation, with regulation moving from pre-approval to post-approval, and clear definitions of high-risk AI systems.
In the field of data, digital services, data centers and cloud computing, the Ministry of Science and Technology is studying policies to promote development while ensuring effective state management, and will continue to consider and address issues as they arise during implementation.

“American companies want to bring technology, capital, expertise and long-term partnerships to Vietnam,” said Brian McPheeters, interim president and CEO of the U.S.-ASEAN Business Council.
He added: “The American business community is interested in Vietnam’s Resolution 57 and believes there is still much room for cooperation in the areas of science, technology and innovation.”
“With approximately $1 trillion a year invested in research and development, U.S. companies have the potential to contribute to the development of Vietnam’s science, technology and digital transformation,” McPheeters said.
The Central Policy and Strategy Committee said at the meeting that it welcomed proposals from U.S. companies and would continue to work with ministries to refine policies and improve the investment environment. The aim is to increase stability, transparency and convenience for companies operating in Vietnam on a long-term basis.
