Lucknow, January 20 Rajya Sabha Vice-chairman Harivansh on Tuesday highlighted the role of AI in making Parliament more efficient while laying out various steps needed to make the technology accurate and reliable.

Addressing the plenary session of the 86th All India Speakers’ Conference (AIPOC) in Lucknow on Tuesday, Harivansh outlined various practices and ways to implement AI in Parliament and called for synergy between state legislatures and parliaments.

This, he said, would ensure that parliamentary institutional knowledge could be used effectively in both Parliament and state legislatures.

Underscoring his vision for coordination and access to policy information, he said: “Parliament is the custodian of all official policy documents, including various debates on legislation, budgets, etc. These documents are part of the House of Commons when they are placed on the table.”

“This information is often scattered across agencies. Congress and state legislatures can leverage AI to create a platform that makes information easily accessible to everyone. This will promote the agency as a knowledge hub,” he said.

Harivansh emphasized the need for a “data lake” that can use the unique language, vocabulary and documents of legislative debates across the country to train the best technology for India’s context.

He called for a hybrid mechanism that would allow humans to continue to monitor the nature of the training and output provided by the AI.

“What makes AI suitable for parliamentary use is not just its algorithmic capabilities; it is the knowledge on which the technology is trained. Parliamentary AI therefore needs to be trained within parliament and fed with carefully selected parliamentary data. Skills can be learned, transferred or outsourced,” he said.

“But knowledge is contextual and deeply embedded in institutions,” the Vice-Speaker said. “Parliamentary knowledge is unique. It is built over decades through debates, judgments, treaties, and constitutional practice.”

He explained how Parliament is testing AI-powered transcription and simultaneous interpretation to deliver services in different languages.

Members of Congress can now access House business and other government documents in the language of their choice. He said this was done using A.

The Vice-Chairman explained how AI can perform routine administrative tasks such as checking whether questions and answers are possible and searching for past precedents and judgments.

He also called for further awareness-raising and orientation sessions to help not only MPs but also staff members carry out their roles effectively.

Harivansh said that apart from the use of digital tools, issues related to strengthening accountability and capacity building of parliamentarians were also discussed.

The meeting began on Monday in the presence of Uttar Pradesh Governor Anandiben Patel and Lok Sabha Speaker Om Birla.
