No annual P100,000 cash assistance for persons with disabilities, AI-generated video

Several Facebook pages posted videos claiming that parents of persons with disabilities (PWDs) can receive P100,000 in cash assistance annually by registering through a link in the post. This is fake. This clip was created using artificial intelligence.

On November 29th, a FB page uploaded an 8-second reel presented like a news report. A woman wearing a red long-sleeved shirt and blue vest can be heard saying:

“Lahat ng me anak na PWD, makakatanggap ng 100,000 kada taon. Magpalista lang sa link na nasa post namin nationwide. Salamat po.”

(Everyone who has a child with a disability will receive 100,000 pesos per year. Please register through the link in mailboxes nationwide. Thank you.)

At least three other pages reposted the video and copied the same caption. That caption included three links that appeared to contain requirements and a registration form.

There is no government program that provides annual cash assistance of P100,000 to persons with disabilities. This video was created using AI. Telltale signs indicate that the video was generated by AI.

  • A “Veo” watermark can be seen at the bottom right of the clip, indicating that it was created using Google's AI video generation tool.
  • The speaker mispronounced the word “PWD.”
  • The spelling of the word “Pilipino” in the background was slightly distorted.

VERA Files ran the clip through its AI detection tool Hive Moderation. The results showed that the content had a 99.1% chance of containing AI-generated content or deepfake content.

Google's own AI detection tool, called SynthID, also detected that the video's audio was created by Google AI, and detected the company's proprietary watermark throughout almost the entire clip.

All links included in the fake posts are simply decoys that redirect users to product listings on two online shopping platforms, a common tactic for increasing product engagement on e-commerce sites.

The fake post appeared after the Department of Social Welfare and Development and the Council on Disability Affairs announced on November 20 that they would move forward with the plan. At the time of writing, a copy of the fake clip uploaded by the FB page Pilipina Newsline (created on October 20th) has so far received 2,500 views, 104 shares, 13 comments, and 10 reactions. Other now-deleted videos posted by 3 FB pages Nagkakaisang Filipino, Edukasyon News Ph: Today's News Update and pinoy newswire, We got much higher engagement.
