Uzbekistan will adopt a new document entitled Rules and Principles of Ethics in the Development and Use of Artificial Intelligence Technologies as part of presidential decrees and resolutions aimed at advancing AI technology. This regulation establishes uniform ethical standards for developers, implementing organizations, and users of AI systems.
Created by the Ministry of Digital Technology, document drafted to meet the requirements of the law About informatization, About personal dataas well as the presidential decision. This regulation applies to all individuals and legal entities in Uzbekistan involved in the development, implementation, regulation, or use of AI systems.
The ethical framework is built on several important principles.

• Continuous human monitoring of AI systems.

• Fairness and non-discrimination
• Data protection, reliability and security

According to the document, AI systems must respect human rights, freedoms and privacy and contribute to strengthening trust and fairness in society. Discrimination on the basis of gender, nationality, religion, language, social origin or other characteristics is strictly prohibited.
The Ministry of Digital Technology will be responsible for developing the legal framework for AI, setting standards, addressing ethical issues, promoting cooperation among industry players, and improving digital literacy of the public.
Developers and implementing organizations must:
• Ensure algorithm transparency and clarity.
• Guarantee the protection of personal data
• Assess potential risks and bias proactively
• Avoid using AI for illegal purposes or in ways that could harm individuals, society, the nation, or the environment.
Users of AI systems must comply with the law, protect personal data, avoid violating the rights and interests of others, and use AI technologies responsibly.
The document provides that any damage to human rights, national security, or the environment caused during the development, implementation, or use of AI will be held accountable in accordance with the law.
