According to sources, the government will set up a new conference to review the national strategy on artificial intelligence.
The Council will act as a command center to provide the basic direction of policies regarding AI as a whole, including ChatGPT, a conversational AI tool that is being used more and more around the world. It is also expected that discussions will be held on issues from the viewpoint of utilization of AI, promotion of research and development, and tightening of regulations.
The government is considering the participation of scholars and researchers familiar with AI technology, as well as legal experts and government officials.
The council is expected to sit above the government’s AI strategy team, which is composed of government agencies on AI policy. The team held its first meeting on Monday.
The principles agreed upon by the Council are reflected in government policy. Based on discussions at the G7 Digital and Tech Ministers’ Meeting at the end of this month, we will consider what domestic rules should be.
The government plans to launch a council under the Cabinet Office as early as May.
ChatGPT and other forms of AI require large amounts of data to learn and improve efficiency. As a result, various concerns have been expressed, such as the possibility that personal information may be collected without permission and the generated information may infringe copyright.
On the one hand, a review of the legal system may be necessary to relax it to facilitate the use of AI.
The council will also discuss the challenges associated with the use of conversational AI in education, government, and private business, as well as ways to promote AI research and development by Japanese companies and institutions.
So far, Japan has conducted discussions based on the principle of restricting AI regulations as much as possible with the aim of not hindering technological innovation. But there is growing debate in the US and European countries about whether to tighten regulations.
Given this situation, it is hoped that the conference will consider what measures should be taken while paying close attention to the discussions in Western countries.
