In a memo sent to employees on July 24th, CEO Satyanadera outlined the paradox at the heart of Microsoft's current moment. Microsoft's 2025 layoff range is substantial. Over 15,000 positions, more than 7% of the company's global workforce, have been eliminated since January, making it the company's biggest personnel cut since 2014 cuts after Nokia's acquisition. The latest and most important wave came in July when around 9,000 employees, or 4% of staff, were notified that their roles had been eliminated. These latest cuts followed previous rounds in May and June, and were actively restructured in the AI era, leaving thousands more away.

In his July memo, Nadella dealt directly with a contradiction that appears to be at the heart of the layoffs. “By all measures of purpose, Microsoft is thriving. Our market performance, strategic positioning and growth are all heading to the right,” he wrote, noting that the company's capital expenditures are at historic highs, driven by investments in AI and cloud infrastructure. Despite these investments, he said, “it's been relatively unchanged” given the simultaneous cuts in employment.

Nadella calls the tension “the mystery of success in an industry with no franchise value,” claiming that technology success is not permanent or evenly distributed. “Progress is not linear. It's dynamic, sometimes dissonant, and always demanding. But it's also a new opportunity to shape, guide and have a greater impact than ever.”

Nadella expressed her gratitude for letting go and admitted the human costs. “Their contributions have helped shape who we are as a company and build the foundation we stand today, which is why I am deeply grateful.”

Resetting Microsoft's mission

Nadella has eradicated Microsoft's new direction in three core business priorities: security, quality and AI transformation. He said in the age of AI, Microsoft's mission must move from building static tools to enabling everyone and organizations to build their own. Nadella explained her vision that “all eight billion people can summon researchers, analysts, or coding agents at their fingertips.” The company said it is pivoting from the Software Factory to the Intelligence Engine. This acknowledges that AI is the lens for Microsoft to view all products, services and business units.

This transition involves heavy investment. Microsoft has poured $80 billion into AI infrastructure this fiscal year, relocating capital and, crucially, shifting some of its workforce to create room for these new bets.

Nadella urged employees to maintain a “growth mindset” and approach the mess of transformation with humility and determination, calling for action to stem anxiety about job safety and morale. “It may feel messy at times, but change is always the case. Teams are being reorganized. Scopes are expanding. New opportunities are everywhere,” he writes, explaining the current focus on AI, similar to the technological revolution of the 1990s in PCS and productivity software.

Microsoft's drastic work cuts reflect a wider trend among tech giants in 2025. This is because companies will readjustify for the post-pandemic market, which is increasingly defined by AI-driven automation. Over 80,000 jobs have been cut this year in the tech industry. Nadella's memo wanted no further layoffs, no promise of stability, and “authorized the staff around the mission to build now.”
