We are using artificial intelligence (AI) to help our government clients process consultation responses.
This development will enable public sector clients to analyse responses submitted by industry stakeholders and members of the public. We have assisted government sector clients across the UK.
Classification and Analysis
Recently, the Government Actuarial Department (GAD) used AI software to sort and analyse around 120 responses to consultations issued by central government departments, processing around 500,000 words in total, either using AI or through reading the responses.
To create an initial summary of the responses we received, we had to consider how we could most effectively use AI, for example, grouping respondents by industry sector and allowing AI to extract themes within these groups.
We used the AI program ChatGPT to summarize the most common consultation responses (around 50 of the total we received). The team entered all the responses to each question and instructed the AI program to summarize the opinions in one or two paragraphs. The output was read by an actuary to ensure it reflected a technically correct summary.

The output was then collated into 40 summary responses (one per question) from which key themes could be extracted to synthesize the responses.
Laura Brunton, an actuary who worked on the project, said: “We read all of the responses, and the AI output was a really useful starting point for analysing the responses to make sure the output was presented coherently. We did some further editing and the AI created an initial summary view that we could use to incorporate the views of all respondents.”
