
Maui County Treasurer Scott Teruya has been appointed to the National Review Board on Artificial Intelligence established by the National County Association.
The Artificial Intelligence Exploration Commission investigates emerging policies, practices, potential applications of artificial intelligence, and the impacts associated with their implementation.
The 15 Commission members, representing elected and appointed county officials from around the country, are responsible for county governance policies and practices, voter operations and services, public trust, privacy and security issues, employee productivity and Focus on skill development research.

County leaders recognize that, as with any emerging technology, there are far-reaching implications, and county officials are weighing in on how to balance the promise of artificial intelligence with the inherent risks. We are ready to engage in future national, statewide and local discussions.
Working with partners in other fields, the Review Board will explore artificial intelligence in local government across a range of problem areas, proposing processes such as:
- Assess the current state of AI technology.
- Identify potential applications of AI and associated benefits and risks in county government operations.
- Evaluate the risks and benefits of AI related to employee productivity, mobility, and skills.
- Explore county governance, including implications for ethics, public trust, privacy, and security.
- Develop a preliminary policy and practice toolkit using AI sample guidelines and standards.
- Identify opportunities for cooperation and partnerships with various county stakeholders.
- Advises on public policy issues that need consideration by the NACo board and policy committees.
- Facilitate education and engagement opportunities for county officials, the NACo network and partners.
The review committee is scheduled to meet at the NACo’s annual meeting on July 22nd, and will meet both in person and virtually as work progresses.
Teruya was appointed last month to serve a two-year term on the NACo Board on behalf of the International Association of Assessors. He earned the designation of Evaluation Management Specialist from his IAAO and helped establish the Hawaii Chapter of the IAAO.
Teruya has served as Maui County Treasurer since 2019 after serving as county property tax administrator for 11 years.
